... enablement systems include everything from the town hall meeting to the online propaganda campaign. The music and fashion industries are routinely used throughout history to promote values or suppress values from the once popular protest song to the bland misdirection.

Me : Yes. However, not based upon collective benefit and public trust but more economic benefit i.e. are you a productive citizen (ethics of choice / transactional) rather than are you trustworthy (more ethics of care).
... it all boils down to what we value, ditto AI and the embedding of collective values in training / simulation systems. Part of the problem is that integrity is not a universal value in the West.
