High Court of Karnataka and Karnataka State Legal Services Authority in association with with Karnataka State Bar Council and Advocates Association, Bengaluru will be organising an event to commemorate "Constitution Day".
The event will be on the subject "Access to Justice during COVID-19 through use of Technology".

The Ex Chief Justice of India Justice Jagdish Singh Khekar will be delivering the key note address.

Justice Aravind Kumar gives the inaugural address. He invites all the dignitaries to the event.
President of AAB, AP Ranganatha begins his speech. He says that Art 32 is one of the most important fundamental rights guaranteed to citizens.
Justice BV Nagarathna begins here speech.
Justice Nagarathna: Today I would like to remember 15 women advisors to the Constituent Assembly.
I would also like to pay my tribute to Sir BN Rau: Justice Nagarathna.

I would like to reiterate the values of our Constitution, which has stood the test of time. I would like to commonly call it constitutionalism, she adds.

One cannot forget the role of the Judiciary in upholding this document (Constitution): J Nagarathna.

CJ Abhay Oka begins his address.

Today is the day we must acknowledge the contribution of the framers of our Constitution: CJ Oka.
Those who are part of judiciary, must become COVID WARRIORS by ensuring that the functioning of the Court is least affected: CJ Oka.
Between March and November, 25,000 bail petitions were filed in subordinate Courts, out of which 22,000 cases were disposed of: CJ Oka
Constitution Day is a reminder to everyone part of the Judiciary to uphold the rights of the people: CJ Oka
Justice Khekar will now deliver the key note address.
J Khekar: Covid has taken over the world and 1.3 lakh deaths have taken place in India alone.

Stakeholders of justice delivery system come from all over. They may be carrying the virus or may spread it. Therefore, it was wise to close the Courts, J Khekar.
J Khekar: In times of winter, you can see people lying on pavements or under the bridges, with just one piece of cloth.
Can they think of Individual rights? Can they think of economic comfort?
That's why I say that we must care more for general human suffering than individual rights, Justice Khekar.
Despite extensive media coverage, one submission made before Supreme Court was that - there were no migrants walking back home.

Thankfully, HCs of Karnataka, Kerala, AP etc took into consideration the plight of these workers, J Khekar.
It is the duty of the Constitutional Courts to protect the FRs of all, the have's and have nots.

All FR issues are liable to be prioritised: J Khekar.
J Khekar: Despite extensive media coverage, a submission was made before the Supreme Court that there are NO migrants walking back home.

Thankfully, the HCs of Karnataka, Kerala, AP etc took into consideration the plight of these workers.
Impact of criminal law is higher.

A higher period incarcination or a single extra day is jail is very serious. Jail has a quotient with life itself.

Today, we see detentions of protestors, student leaders, etc now. Custody is a very harsh reality: J Khekar.
Constitutional rights and liberties of people must be protected, J Khekar.
J Khekar now points out the differences between e-filing and digital filing.
All trivial shortcomings such as VC links getting lost or not working will be solved.

Video conference hearing has taken care of the pandemic, J Khekar.
The Southern states have been arguing for a second Bench of the Supreme Court.

Now, with VC hearing, you don't need a second court, as the proceedings are online now and one can argue in the comfort of his home/office: Justice Khekar.
Justice Khekar proposes for digital filing. Courts will be paperless and it will save the environment as well, that is our bonus, he adds.
Justice Khekar concludes by saying that infrastructure of virtual Courts should be upgraded.
