The 2.5 million returned ballots number wasn't something made up and quickly pulled off Pennsylvania's website, it's still there, as it's always been: electionreturns.pa.gov/General/Summar…
It is true that there were 1,823,148 absentee ballot requests in PA, but THAT WAS IN THE PRIMARY. And unlike Trump and his allies, we show our work: data.pa.gov/d/853w-ecfz/vi… 
So there's only two possibilities:
1) The president doesn't know the difference between the primary and the general election, is too lazy to google it and has no one around him to tell him
2) The president is trying to break down 244 years of American democracy to help himself
