We're urging local gov't to enforce my #SHEO with civil penalties.
They must enforce orders to keep people safe.
Hard to imagine missing out on our traditions. We're seeing Thanksgiving spike. Christmas will be worse.

Get tested.
Negative test doesn't give you a free pass. You still have to follow all protocols because you could've gotten infected after the test.

We coordinate with hospitals daily - sometimes hourly.
Teamwork across hospitals is unprecedented.
It's not a physical space issue - it's a personnel issue. They are strained - more so than the facilities.

Knowing the # earlier can help us plan. They said they'd work on that.

Cohen:
Once Moderna gets FDA approval, we'll be able to ship to all counties. Small allocations at first, but at least we'll be in more places by end of next week.
WLOS Reporter Q:
Buncombe County hasn't issued any citations for enforcement. What do you say to them?
Gov:
Local gov't can help us by adopting local ordinances to penalize with civil fines & not criminal misdemeanors. Glad #Asheville & Buncombe adopted ordinances.
Gov:
We hope more local gov'ts will step up. When you have people you know are sick and dying and that scientifically these steps will stop the spread, it's incumbent upon us as leaders to do what needs to be done.
We've moved out a lot of prisoners. Sped up early release. 34k at start of pandemic. Now it's 30k.
Since the beginning of pandemic, 48k have gone through the system.
Cohen:
We post turnaround times on our dashboard. Times are largely stable - which is great.
Feel good about maintaining that level. It DOES take 2-3 days for results to come back.
CDC recommends against traveling.

Gov hands off to Health Secretary Mandy Cohen who starts giving latest numbers on:
- people who go to hospital with COVID-like symptoms
- new cases
- % of tests that are positive (now 7%)
- day over day hospitalizations

Our numbers are too high and we cannot ignore them.
But other states are worse. They should be the canary in the coal mine for us.
That's why we limited capacity for social & family gatherings to 10.
Gov:
We're rolling out a new county alert system showing hot spots. But our entire state is experiencing widespread transmission.
Other states are seeing surges.
Ours are not surging. But it could happen quickly.

So, then the 2 board members resigned & issued statements. One said he felt misled. The other said he misunderstood the deal.

The "AG proposes a cure procedure that is more voter friendly. Cure would confirm that voter is who they say they are when they are filling out the absentee ballot."
So, it appears it was the AG who recommended the affidavit as a "cure."
"There are two hearings this week before Judge Bryan Collins whom litigation counsel advised was likely sympathetic to the Plaintiff’s viewpoint on witnesses."
Seems to confirm what Raymond & Black said about the AG's office advising that BoE would likely lose the case.
"What is being proposed is the voter will attest that no one nefariously completed the ballot envelope. Upon receipt of a ballot with no witness, the affidavit would be sufficient."
