There is zero excuse for such a disorganized distribution and allowing facility administrators to bypass the priority list.

If the people in charge are unethical, you get unethical distribution.

Those who are bypassing the priority list established by their respective federal and provincial governments deserve public vilification.
Those provinces who are yet to be organized to distribute vaccines have had several months to prepare logistics. For crying out loud, a retired army general is supposed to be overseeing the distribution.
