4/ the Senate GOP you must have a guerrilla political war that mobilizes their areas against them. If you put $25 million for a county in the budget, reach out to the county commissioners in that county. Reach out to the local newspaper. The Dems have to have a counter-strategy
5/ of periphery against the center to maneuver Senate GOPers to vote for Biden's programs. Biden thinks conventionally. Schmooze. McConnell does not give a fuck about schmooze. McConnell understands power. But, Biden & the Dems can go around McConnell by fighting this battle on
6/ their home turf on CONCRETE, issues. Forget ideology and small government, blah blah blah. Talk about pork barrel politics at the local level.
