Something has been bugging me for days about the French Covid vaccination programme. The published figures don’t add up. They don’t explain why France has local shortages of vaccines and has postponed all “first jabs” in three big regions next week. 1/14
Yes, yes I know that Pfizer has temporarily reduced output (cutting France’s deliveries by 200,000). I know (who couldn’t know?) that AstraZeneca has slashed its promised supplies to the EU. But the French figures still don’t add up. 2/14
I have asked the health ministry press office to explain. No response. I’m surprised the French media has not asked the same question. So I’ve decided to lay out the figures (as far as I can establish them) and see if anyone can enlighten me. 3/14

S0… 1,353,277 vaccinations since Dec 27, a big improvement on the early days and ahead of the government’s modest target of 1,000,000 jabs by the end of January. Even with the weekend lull (why a weekend lull? Isn’t this a crisis?) the end of Jan total may reach 1.5m. 5/14
We don’t yet know, because there are no clear, official figures, how many of these are 1st jabs and how many are 2nd jabs. In theory (taking the 21-day official Pfizer delay) about 90,000 2nd jabs should have been performed by now. 6/14
That’s not my question, however. Vaccintracker, using official figures, tells us that France has received 2,653,200 doses – mostly Pfizer but some Moderna – from the EU. That means that France has used only circa 50% of its doses in the first month of its programme. Why? 7/14
Why is France delaying 1st jabs when it has 1,300,000 doses in stock? Part of the answer, of course is that an avalanche of 2nd jabs is due. Fr. has decided, rightly or wrongly, not to take the UK gamble of ignoring the 21-day (Pfizer) or 28-day (Moderna) top-up timetable. 8/14
Judging from the first jabs daily returns on the governments site, the 21-day delay should mean that another 300,000 second jabs are due in the next week. Still, that doesn’t come anywhere near explaining why so many first jabs have been delayed. 9/14
Le Figaro says that the government does not now believe that it can hit its “first injection” target of 2,500,000” in February (for a promised end-Feb running total of 4m). Officials tell the newspaper that it’s counting on only 1,000,000 first jabs in Feb. Why? 10/14
Quite apart from the 1,000,000 unused doses from the first month, France – even with the reduction in supplies – expects to receive 2,500,000 more Pfizer doses next month, 500,000 Moderna doses and up to 2,500,000 AstraZeneca doses. 11/14
That adds up to 6,500,000 doses – more than enough for the 1,500,000 (or so) second jabs which will come due next month PLUS the 2,500,000 first jabs originally promised by the health minister, Olivier Véran PLUS a “strategic reserve” of 2.5million!!! 12/14
As things stand France seems to be planning only 3,000,000 or so jabs (both “first” and “second”) in the month of Feb. Once again, this is only about 50% of the available doses. 13/14
Conclusion: The EU supply programme may be slow. The EU may have been let down by the Pharma companies.
But that does NOT explain why the French programme, after speeding up in mid-January, has fallen off the pace again. 14/14

No new French lockdown, PM Jean Castex has just announced.
All borders to be closed except for essential travel, from Sunday.
Castex said the Covid figures were not yet bad enough to justify a third lockdown but new measures were needed to contain the faster-spreading UK and other variants.

Weekly French Covid thread. It is probable that France will be placed in a 3rd lockdown in a few days. With the mood of the country turning sour – only 40% support a new “confinement”- the government faces an agonising decision with profound economic/political implications. 1/10
The Covid figures in France are worsening – over 20,200 cases a day in the last 7 days after 18,900 last week. They aren't yet disastrous but the UK variant is spreading fast (1 in 10 cases in Paris area). A preventative lockdown seems certain but how strict and how long? 2/10

French PM Jean Castex will give a press conference in 10 minutes to explain France's new vaccination strategy. Will also announce new Covid restriction but not a new lockdown.
It is now thought that 19, at least, cases of the new, faster moving virus mutation have been identified in France. Case numbers are climb climbing - 25 000, yesterday after a new year lull. But no sign yet of the kind of surge seen in the UK or Ireland. Will tweet main points.
Castex says 2021 will be a year of hope. France doing better than its neighbour's but recording an average 15,000 new cases a day. UK incidence rate 8 times higher, he says.

Scoop...Britain faces dearer electricity and occasional black-outs if it bans EU fishing boats from its waters after 2026. This de facto power over the UK power market is handed to the EU in the post-Brexit deal which MP’s will wave almost unread through parliament today. 1/10
The trade deal enshrines a link between continued EU access to British waters and UK frictionless access to the EU power grid and gas network. This has scarcely been noticed though it was mentioned and brushed aside by last night’s statement by the ultra-Brexiteer ERG. 2/10
The link – drawn to my attention by a senior EU source – is spelled out in dates, not words. The fisheries part of the deal grants EU boats continued access with a 25% cut in quotas over five and a half years until 30 June 2026. After that there are “annual negotiations” 3/10

MORE fish. Since my Boxing Day fish thread attracted great attention – and some controversy – I thought I’d try to clear up one or two disputed points. I would first of all heartily recommend the blog below by Dr Bryce Stewart, a true fisheries expert. 1/12
Dr Stewart reaches the same conclusions that I did. Boris Johnson misled the nation when he said on 24 Dec that, from 2026, “there is no theoretical limit beyond those placed by science or conservation on the quantity of our own fish that we can fish in our waters.” 2/12
The treaty agreed by the UK on Christmas Eve explicitly assumes NO extra cut in EU quotas in British waters after June 2026 – ie it DOES put limits on UK catches from “2026 onwards”. What happens if Britain does refuse access to European boats?
