Office of AG has been instrumental in making the policy and the coffee table book titled 'Leader of the Bar': Navadgi
It is titled dispute resolution policy and not litigation policy. Policy identifies various stakeholders.

In Karnataka HC, more than 4 lakh cases are pending where State is a party.
New cases will be coming everyday. This phenomena not exclusive to Karnataka. This pendency generally attributed to lack of law officers, poor infrastructure, unnecessary adjournments: Justice Bannurmath
Centre, State govt biggest litigant in India. Acc to Ministry of Law and Justice, State is party in 48% of cases, he adds
90% of cases where notice is issued by Court, it is ignored. Lack of responsibility is another problem, he says
Lack of coordination is affecting functioning of AG's office in my experience.
There should some machinery introduced where AG can give list of cooperative and responsible subordinate offices
