Having run up the largest deficits and public debt in our history, PTI is now trying to set a narrative that it is paying back national debt. It really takes some gall to spin this false narrative. In this thread I will try debunk this completely illogical and baseless claim. ➡️
No PTI supporter says that PPP paid back loans of Musharraf era, even though some of his debt was re-rolled during PPP’s tenure. Since our debt went up by ~ Rs 8000 bil during PPP’s 5 years (08-13) it means obviously that PPP didn’t pay back any debt but incurred more debt.

When PMLN came to power in 13, our public debt was Rs 14292 bil and when we left in 18 it was Rs 24593. We too re-rolled or re-issued previously issued debt but of course we didn’t pay back any debt but added Rs 10,661 bil in debt in our 5 years. That’s Rs 2,132 bil per year. ➡️
In FY 12/13 our tax collection was Rs 2049 bil & debt Rs 14293 bil. So our tax income was 14.3% of our debt. In 17/18 our tax collection was Rs 4065 b and debt was Rs 24,953 so we left govt with tax income of 16.3% of debt, an improvement of 14% in our ability to service debt. ➡️
In 2.5 years, PTI has taken debt to Rs 37,457 bil, adding a whopping Rs 12,863 bil to debt. That's 40% of all debt incurred by Pak in 71 years. 40%. That’s every year as much debt as was added from Liaquat Ali Khan to Shaukat Aziz. Rs 5145 bil per year. 241% higher than PMLN.

In June 2020 Pak’s tax income to debt ratio was 11.9%, below the ratio PPP left in 2013 and 27% below the ratio PMLN left in 18. (The Dec 2020 number cannot be used as both taxes & deficit are more heavy in the 2nd half but it’s just as harrowing a depiction of PTI ineptitude)➡️
PTI defenders claim falsely that the dangerously rapid increase in debt under PTI is due to devaluation. Not true. In June 18 Pak’s external debt was $70.24 bil and dollar was @ Rs 121.5. As of of Dec 31, 2020, the external debt was $82.37 bil & dollar was for Rs 159.6 ➡️
Devaluation of $70.2 bil has added Rs 2673 b to debt and the remaining Rs 10,190 bil is due to PTI’s deficits & loans. Devaluation makes forex loans more costly; but tax collection increases, due to inflation pushing up sales & income taxes & higher custom duties on imports. ➡️
The reason for the huge increase in debt is the huge rise in budget deficits under PTI, exacerbated by stagnant taxes. The average deficit under PMLN was 5.5%, & we left at tax to GDP at 11.74%, the average deficit under PTI has been over 8.6% & tax to GDP has declined to10.4% ➡️
PTI govt has not paid back a single rupee or dollar of Pakistan’s debt. It has only increased it. When a government bond is due it only re-issues more bonds. Similarly for bank loans. If unable to re-roll a debt, it borrows from elsewhere. Not one rupee has been paid back.//

Last month PTI government raised base power tariffs by Rs 1.95 per unit. This month NEPRA has determined tariff increases of Rs 1.53 per unit in Fuel Adjustment Charges for December and Rs 0.83 in Quarterly Adjustment for 4th quarter of 2020. 1/17
So your electric bills for February maybe higher by Rs 4.31 per unit. That’s a Tabdeeli we will feel in our monthly budgets.

For instance when the entire country suffered a blackout a minister blamed PMLN. But when asked exactly what happened he said he didn’t know. He just “knew” it was PMLN’s fault. Later it turned out that Einsteins in PTI forgot to carry out routine maintenance last summer.

As you know Ali bhai this matter was in govt’s hand and under PPRA rules during our term yet we still bought LNG in time and cheaper than other players in the market. And that too under constant slanderous and groundless criticism from all quarters. 1/9
The PTI govt missed two great opportunities on LNG this year. First to do a one- or two-year deal to purchase LNG for $4 or less (it’s buying at over $7 now, losing millions of dollars monthly for next two years). And second to tender in August for gas in December rather than 2/9
delay till October thus losing over $40 million just in December. But rather than admitting its mistakes it is coming up with increasingly convoluted and shifting excuses, and of course blaming the PMLN! For instance PTI says PMLN didn’t get any storage built. 3/9

1. SBP has released its annual report. Statistics confirm a continuing economic downturn. Our GDP growth went from 5.5% in 17/18 (PMLN’s last year) to 1.9% in 18/19 and -0.4% this past yr 19/20. In 20/21 the govt expects GDP growth to be 2% and World Bank forecasts an anaemic 1%.
2. Given our population growth rate of 2.4%, in each of the three years PTI will make Pakistanis poorer on average by 0.5% (18/19), 2.8% (19/20) and 1.4% (20/21). This is not a record we can be satisfied with.
3. Inflation increased from 3.9% in 17/18 to 7.1% in 18/19 and 10.2% in 19/20 with urban food inflation at 14.6% and rural food inflation at 16.4%. Given that less well off ppl spend almost all their income on food, this is causing extreme misery on poor & lower income households

1. Petroleum Division (PD) has issued very political and misleading tweets in reaction to my earlier tweets. Before that too the Energy Ministry had issued a factually incorrect press release attacking me that was not worthy of response. But today I think it’s best to respond.
2. The Energy Ministry in a press release dated Sept 25 said that “perhaps Mr Ismail does not know that the terminals are running at full capacity”. Well, THEY ARE NOT. From Sept 1 to the date the Ministry sent the press release, the PGPL terminal was running at 475 MMCFD
3. against the contracted capacity of 600 MMCFD. The statements of the Ministry are dishonest, and disappointing.

1. A 5 million dollar question is why is Ali Zaidi the Ports minister tweeting about LNG terminals which are the responsibility of the Petroleum ministry. Of course in character for PTI Ministers, his tweets are full of innuendoes & falsehoods.
Why this personal attack on me?
2. Because I recently said that the Ports Ministry is delaying grant of permission to companies at Port Qasim to set up LNG terminals by demanding both legal and illegal ‘compensation’. This is now common knowledge and a source of frustration for the Petroleum Ministry officials
3. and potential investors. In 2 years PTI has not been able to set up a single new LNG terminal and Pakistan is experiencing gas shortages that will only get worse.
