ESS provides a wide range of prevention, prep'dness, response, & recovery services during both day-to-day operations & incident response. It must include geographically distributed facilities & equipment in both paid & volunteer capacities organized primarily at County level.

The mission being to save lives, protect property & the environment, assist communities impacted by disasters, & aid recovery during emergencies. Five distinct disciplines compose the ESS, encompassing a wide range of emergency response functions & roles:

Law Enforcement
Fire and Rescue Services
Emergency Medical Services
Emergency Management
Public Works
All of which fall under the @NMS_Kenya purview.

ESS is thus meant to provide specialized emergency services thro:
Fire Brigade
Public Safety Dive Teams/Maritime Units
Aviation Units (i.e., police & medevac helicopters)
Hazardous Materials (i.e., HAZMAT)
Search & Rescue Teams
Public Safety Answering Points (i.e., 9-1-1 )

But without an Emergency Services Sector-Specific Plan detailing a County Infrastructure Protection Plan & or risk management framework, which MUST be implemented within the context of the unique characteristics & risk landscape of the sector in Nairobi ? Who can we prosper?

Nairobi's ESS Sector Landscape provides a sector-specific characterization of relevant factors & decision-making drivers influencing the County's current operating environment, security & resilience posture. But without a sectoral plan, isn't @NMS_Kenya failing ?

We must not just see, achievements in say the health sector with what exists or is envisaged. We must see beyond it & include all other inter connected and supporting sectors that make the bigger picture.

Nairobi's capability towards being a Safe & Secure Capital County is questionable. Especially due to the lack of proper equipment, proficient personnel, effectively control, coordination of key response and recovery resources before, during & even after an emergency.

That said. What is @NMS_Kenya & Kenya as a whole, doing about it especially from both policy & infrastructure support perspectives ?
