@StateHouseKenya Mr. President.
With our hazards history, impacts of which continue to affect, many especially the poor. Having a limping @InteriorKE as lead State Dept & populating it with a Hitler for CS & Mussolini for PS to address disasters is a crime against humanity, Sir!
We can blame it on all manner of causative factors & excuses. But the bottom line is, @InteriorKE as a State Dept in charge of Disaster Mgmt is a failure the leadership therein insensitive to boot & guilty of ineptitude where the subject matter is concerned.
@InteriorKE continues to fail miserably especially in the role of providing support & technical assistance to both National & County Govts jurisdictions. Something the @NDOCKenya used to try doing before, its mandate was usurped by the GSU Hqs based wannabes. the police run NDMA.
To me, @InteriorKE is supposed to-:
• Be the authoritative & trusted source of knowledge of the
emergency management arrangements in Kenya.
• Provide & lead the implementation of Nationally agreed
principles that underpin Emergency Mgmt arrangements
in Kenya.
• Promote the adoption of good practice in Emergency
Mgmt arrangements thro an agency such as @NDOCKenya.
• Build interoperability between jurisdictions, agencies,
businesses, & communities by the application of the
principles & common language, and
• Align would be National disaster resilience strategies,
frameworks & policy with Emergency Mgmt arrangements
by informing & assisting jurisdictions, agencies,
businesses,& communities in the implementation &
adoption of these arrangements.
At the very least @InteriorKE is duty bound to bring together the efforts of Kenyan of all walk of life, to deliver coordinated Emergency Mgmt across all hazards. When the proverbial hits the fan, something the @FredMatiangi lie in Emali following a bus barbecue highlights.
It is no secret that hazards are increasing, & when disasters come calling we get by, simply by the grace of our Maker. with such varied & complex factors such as-:
• Increasing population
• Deplorable standards of living & a rapidly growing
impoverished middle class.
• Increasing concentration of people and assets in urban
areas.
• Settlement on vulnerable areas (such as coastal zones &
flood plains).
One wonders why @InteriorKE continues to ignore their mandate & relegate it to the unwritten Mungu atasaidia SOP ?
We expect Govts at all levels to work together with all in building resilience to emergencies. Where they occur, we MUST be well served by @InteriorKE driven prevention, mitigation plans, by prep'dness, response, relief & recovery arrangements that are effective & forward thinking.

Environmental emergencies, including floods, fires, oil spills, chemical spills, acts of terrorism, & others, threaten the lives & health of the public, as well as those who respond. With our dilapidated response capability, where does this leave Nairobi as a Capital? @ajfactual52
Responders are normally the first on the scene of an emergency, & range from police, fire, emergency health personnel, to volunteers. As they work to bring the emergency under control, save lives& property, often being exposed to potentially harmful conditions & contaminants.

@StateHouseKenya To me, it is time for a Hybrid Governance perspective in redressing our pathetic Disaster Mgmt prowess. But will you listen ? Thread @RasnaWarah @BasilioCC @alaminkimathi @mlimakenya @YussufMwinyi @ajfactual52 @chothep @SimbaTirima @johnnjenga @Hitlerlaw2
Hybrid Gov'nance refers to situations where state & non-state actors collectively provide key services. It is often the norm rather than exception for Disaster Mgmt, particularly in cases like ours, where State is weak, often unable & or unwilling to provide essential services.
It is time, risks are addressed by all, be it the State & non-state entities, from citizens, CBO's, NGO's to customary Authorities. Their importance, castigates the Govt joke of attempting to bring such under the remit of State, as it creates disruption rather than reduce risk.

Fireman training is an important component of fire rescue & safety. You can claim Nrb's Firefighters are trained. Yes, they are. However, it is what is called OJT or On the Job Training.
Based on the Gabbage In Gabbage Out-GIGO principle, what does that say of their acumen ?
With the Nrb OJT do they learn new skills & techniques to make their jobs safer. Or train to enable them respond more efficiently, reducing the property damage & know what do do in situations where life & fire damages could be great. Or just how to run with a hose ? @SimbaTirima

A genius, CS Eugene Wamalwa, is considering reviewing Nyando's designation, into a hardship area, citing factors including the perennial flooding in the region. Thread @RasnaWarah @mlimakenya @alaminkimathi @ajfactual52 @johnnjenga @Ibrahimjohnny @chothep

If flooding is one of the key factors driving the decision, then we indeed have a big problem in Kenya. That of lack of proactivity, poor priorities, bad governance & myopic leadership, top to bottom. @SimbaTirima @siambiliki @solo_ambuku @mlimakenya @BasilioCC @JerotichSeii
From a Disaster Mgmt perspective, flooding is not a problem, the problem is we the docile people. A Govt that is indifferent, myopic & our stupid leadership. Haven't we known the flood consequences, for 56 years & failed to make decisions on undertaking proper flood response?

@FredMatiangi “The continued failures by our emergency prep'dness apparatus at every level of Govt, to account for the well-being of certain communities prior to, during, & in the wake of disasters, on your watch is unacceptable & must be addressed.” Thread...
To be successful, @InteriorKE must work on proper policies, plan for & address Disaster Risk Mgmt with the respect it duly deserves. It's comprehensive approach is critical in redressing Kenya's pathetic unpreparedness reality. But is that possible with a sadist in office?
The fact that Kenya is currently facing an COVID-19 quagmire like many other Countries globally doesn't mean, other disasters are on a leave of absence. If anything it is during the COVID-19 period, that we must triple our prep'dness, prevention, resilience& response Efforts.
