@NMS_Kenya @StateHouseKenya On 6/10/20 Uhuru Kenyatta flagged off recovered Emergency Response vehicles that had been grounded for several years. These were meant to aid service delivery under the NMS. But, forgot to flag off brains supposed to compliment the same ? Thread.
Even without accounting for the COVID-19 pandemic, itself an opportunity for the well connected to fleece us. Disasters in waiting form the biggest chunk of the ever growing crises waiting to plague Nairobi County & her susceptible areas. But who cares ?
This vulnerability continues to remain misunderstood, yet it includes a critical combination of various aspects @NMS_Kenya is poorly equipped to address. This including & not being limited to Nairobi's built environment, governance, & underlying social vulnerabilities.
Long story short, @NMS_Kenya needs to embark on urgent Disaster Risk Mgmt reform, with a goal of ultimately simplifying our responses to the increasingly complex disasters, waiting to happen & that continue being ignored.
1. Conduct an Immediate Review
The first step is to define the scope of the problem. To this end, @NMS_Kenya should conduct an immediate review of @annkananu_ Disaster Risk Mgmt circus under @MikeSonko & align it to @InteriorKE National Programs if any.
If such an @InteriorKE program doesn't exist, which after @FredMatiangi killed NDOC, it doesn't. Seek assistance from relevant agencies to redress redundancy & inertia in the @annkananu_ circus programs, & embark on interim actions to ensure more timely response to emergencies.
2. Create a Multidisciplinary Team
The complexity of disasters inherently requires a diversity of perspectives. The process of improvement should be guided by a multidisciplinary team to develop Nairobi's comprehensive Disaster Risk Mgmt program.
This team should include State & County field specific Professionals, emergency managers, representatives from Govt agencies, critical infrastructure partners, disaster researchers, & citizens from would be affected communities.
It should be charged with providing recommendations that include legislative action, executive action, & programmatic changes to consolidate & align disaster management to reverse the trends of growing disaster effects.
3. Establish Metrics for Investments in Readiness
Since there been zero moves Nationally to incentivize preparedness, & we don’t really know what that means, nor how much of our taxes is already being spent by both National & County Govts on DRM.
It is critical to design metrics for measuring & reporting all investments in disaster prep'dness & mitigation to better inform policies that incentivize investments in resilience.
This should applicable to all investments to better inform understanding of disaster consequences.
4. Expand Current Strategies to Simplify Disaster Coordination
Comprehensive disaster reform will require executive action as well as legislation & a culture shift in the way we prepare both as a Nation & as Nairobi County.
@NMS_Kenya Is faced with the urgency of this reality with increasing disasters & the ongoing COVID-19 pandemic, but also has a unique opportunity to build the foundation for a more resilient future. Maj. Gen M.A. Badi, the ball is on your court.

That Aviation has potential to make an important contribution to Kenya's economic growth & development. Or air transport can open, connect markets, facilitate trade & enable Kenyan firms link with global supply chains, aside. Are we really honest, with KQ & or the inflicted woes?
Yet KQ plays an especially pivotal role in just-in-time our manufacturing production & in speeding fresh produce from agricultural communities in Kenya as a developing economy to markets in the industrialised world ?

@StateHouseKenya Mr. President.
With our hazards history, impacts of which continue to affect, many especially the poor. Having a limping @InteriorKE as lead State Dept & populating it with a Hitler for CS & Mussolini for PS to address disasters is a crime against humanity, Sir!
We can blame it on all manner of causative factors & excuses. But the bottom line is, @InteriorKE as a State Dept in charge of Disaster Mgmt is a failure the leadership therein insensitive to boot & guilty of ineptitude where the subject matter is concerned.
@InteriorKE continues to fail miserably especially in the role of providing support & technical assistance to both National & County Govts jurisdictions. Something the @NDOCKenya used to try doing before, its mandate was usurped by the GSU Hqs based wannabes. the police run NDMA.

Environmental emergencies, including floods,fires,oil spills, chemical spills, acts of terrorism, & others, threaten the lives & health of the public, as well as those who respond. With our dilapidated response capability, where does this leave Nairobi as a Capital? @ajfactual52
Responders are normally the first on the scene of an emergency, & range from police, fire, emergency health personnel, to volunteers. As they work to bring the emergency under control, save lives& property, often being exposed to potentially harmful conditions & contaminants.

Hybrid Gov'nance refers to situations where state & non-state actors collectively provide key services. It is often the norm rather than exception for Disaster Mgmt, particularly in cases like ours, where State is weak, often unable & or unwilling to provide essential services.
It is time, risks are addressed by all, be it the State & non-state entities, from citizens, CBO's, NGO's to customary Authorities. Their importance, castigates the Govt joke of attempting to bring such under the remit of State, as it creates disruption rather than reduce risk.

Fireman training is an important component of fire rescue & safety. You can claim Nrb's Firefighters are trained. Yes, they are. However, it is what is called OJT or On the Job Training.
Based on the Gabbage In Gabbage Out-GIGO principle, what does that say of their acumen ?
With the Nrb OJT do they learn new skills & techniques to make their jobs safer. Or train to enable them respond more efficiently, reducing the property damage & know what do do in situations where life & fire damages could be great. Or just how to run with a hose ? @SimbaTirima
