Wavy, snake-like tresses are sometimes references to the Medusa in mythology.
Medusas often has negative connotations, but in archetypal language, they are empowered in a male-dominated world. And a Medusa is in full power with her snakes.
A woman with her hair down is a wild thing, so to speak. It can mean a freeing of her sexuality or a statement of empowerment. She will no longer allow society to dictate how she wears her hair, in bonnets or buns...She's no longer contained.
And when she chooses to let it loose, people often are left petrified, unable to move, in other words, turned to stone. And you see this with Agatha in the end.
