Hi guys! Harini dalam #ThreadTuesday, kita nak sembang about #DrugDecriminalization. Adakah decriminalization sama dengan legalization? Adakah sama dengan liberation of drug use? Ini adalah thread.
So first question; apa itu Decriminalization?

It means to eliminate atau hapuskan criminal penalties untuk hal-hal seperti

-Penggunaan dadah & memiliki dadah
-Memiliki alat menyuntik dadah seperti syringes
-Jualan dadah 'low-level'
Boleh rujuk video ini untuk penjelasan yang lebih visual
So kenapa kita perlu decriminalize drug use? Kenapa situasi atau undang-undang yang menjenayahkan / criminalize drug use ini bahaya dan patut dihapuskan?
Penyalahgunaan dadah memang bahaya - memberi kesan negatif kepada kehidupan, education, pekerjaan dan keluarga.

Hukuman tak hanya dalam lingkungan sistem undang-undang berkaitan dadah. Ianya lebih dari itu.
Kesan hukuman kepada kehidupan pengguna dadah, keluarga, masyarakat dan negara juga. So dalam kita perangi dadah, kita kena lihat juga kesan dari that so-called peperangan.

We must shine a spotlight on the insidious ways the drug war has spread into all our systems.
So this brings us to a question; What are the Benefits of Decriminalization?
Removing criminal penalties for drug possession and low-level sales would:

- Save money by reducing prison and especially jail costs and population size

- Free up law enforcement resources to be used in more appropriate ways
- Prioritize health and safety over punishment for people who use drugs

- Reduce the stigma associated with drug use so that problematic drug users are encouraged to come out of the shadows and seek treatment and other support
- Remove barriers to evidence-based harm reduction practices such as drug checking, heroin-assisted treatment, and medical marijuana
Defelonization can be a stepping-stone to decriminalization and provides a snapshot into the potential benefits of full decriminalization.

Defelonization means that drug law violations are reduced from felonies to misdemeanors.
Kalau kita reduce drug law violations tu dari 'feloni' kepada 'misdemeanors', semestinya hukuman tidak akan seberat sekarang, kesan kepada keluarga pun berkurangan, keluarga tak hilang tempat bergantung dsb.
Sebenarnya, kita kena ingat balik kempen #SupportDontPunish dulu di mana, komuniti pengguna dadah ini tidaklah seteruk mana, dorang perlukan support untuk buat informed decision.
Support dari segi apa? Listen to their issues, voices. Mental health support dan lain-lain. Kalau kita hanya nak menghukum, semua nak masukkan ke jail, jail akan overcrowded with these people yang kesalahan tu tak besar pun.
So apa kesan kalau jail overcrowded? Kita dah tengok #COVIDー19 punya tahap jangkitan sangat tinggi dalam penjara. Ruang sempit, orang terlalu ramai. Susah nak physical distancing. Sebab tu ramai academician in the field of Infectious Diseases advocate for #Decriminalization.
Okay so kalau kita decriminalize drug use, adakah drug user akan jadi more dependent kepada drugs? Tiada data untuk support statement ini.
Data from the U.S. and around the world suggest that treating problematic drug use as a health issue, instead of a criminal one, is a more successful model for keeping communities healthy and safe.
Portugal decriminalized drug possession in 2001. More than a decade later, drug use has remained about the same – but arrests, incarceration, disease, overdose and other harms are all down. Portugal’s drug use rates remain below the European average.
The number of new HIV diagnoses dropped dramatically – from 1,575 cases in 2000 to 78 cases in 2013 – and the number of new AIDS cases decreased from 626 in 2000 to 74 cases in 2013.
Drug overdose fatalities also dropped from about 80 in 2001 to just 16 in 2012.
The number of people arrested and sent to criminal courts for drug offenses annually declined by more than 60% following decriminalization.
The percentage of people behind bars in Portugal for drug law violations also decreased dramatically, from 44% in 1999 to 24% in 2013.
Itu contoh kejayaan #Decriminalization of Drug Posession in Portugal. Something Malaysia can learn from.
Kita tahu situasi HIV di Malaysia macam mana. Injecting Drug Users di Malaysia merupakan penyumbang tertinggi jangkitan HIV di Malaysia suatu ketika dahulu. Tapi @myAIDScouncil & @KKMPutrajaya buat program Needle Syringe Exchange.
Kasi clean needle untuk dorang so that dorang x share needles. Result? Jangkitan HIV dalam kalangan drug users menurun.
So jangan stigma, support in any way we can. This is not a criminal issue, but a public health issue. Do our part. :)

THE CHANCES OF GETTING OR PASSING STIs

For an STI to be passed during sex, one of the partners has to have the infection. It is not always possible to know whether someone has an infection just by looking at them. Some symptoms, such as blisters, warts or sores, can be obvious.
Many people with STIs don't even know they have an infection because they have no symptoms. Even if they do know, they might not be comfortable talking about the infection.

The chances of getting or passing an STI can change depending on:
1) The type of STI
2) the type of sex you're having
3)whether or not steps are taken to lower the chances of getting or passing an STI.

Terma yang dipakai untuk merujuk kepada chemsex ialah high fun, hi fun, chem fun, chem, CF, Chilling, chill, elsa, frozen dsb. Kadangkala emoji salji, ais, kristal, snowflakes, roket dan kapal terbang digunakan.
Chemsex dilakukan dalam pasangan dua orang atau sebagai "party and play" (PnP) iaitu aktiviti berkumpulan yang biasanya diaturkan oleh penjual dadah dan 'ahli' baru hanya melalui jemputan oleh ahli sedia ada. PnP biasanya dilakukan di rumah persendirian atau bilik hotel.
