Next week we will present a proposal for digital green certificates.
This digital proof that a person:
has been vaccinated against COVID-19
or has recovered from COVID-19
or has a negative test result
will facilitate safe free movement of citizens in the EU.
To have digital green certificates in place by summer, we will work closely with EU countries to:
✅ Identify technical solutions that can be deployed rapidly
🔍 Ensure that the authenticity of certificates can be checked securely throughout the EU
🔁 Enable mutual recognition
Digital green certificates will meet data protection, security and privacy requirements.
They should be set up on the basis of the interoperability guidelines and the common data set for test results, on which EU countries have agreed already.
EU countries will need to move fast to prepare for the logistical roll-out.
We are also working with @WHO to ensure that certificates issued in the EU can be recognised elsewhere in the world as well.
