Also, it’s not really surprising this could happen. DOH has a track record of wastage due to inefficiency.

Billions of pesos worth of medicines either expired upon receipt of hospitals, overstocked/near expiration or left undistributed to hospitals.

Go check the COA reports.

The 2018 COA Audit report said Php18.5B worth of drugs and medicines procured by DOH Central Office remain in DOH warehouses. Around 2% of said stock was found to be nearing expiration.

70% or Php13B of the Php18.5B overstock are medicines purchased in 2018.

On top of the undistributed medicines in the DOH Central Office, there is also a staggering Php52B worth of medicines procured by various hospitals around the country that are either overstocked/slow moving/idle.

Too lazy to type, but here’s the latest COA audit report pointing out the same wastage due to inefficiencies

Ergo, government can afford to purchase medicines for the people. They just don’t reach them because DOH couldn’t fix its procurement and distribution systems.

COVID vaccines which have shorter shelf-life could very well be the health department’s next case of wastage🤷🏻‍♀️

Ang problema kasi inuna nyo pa rin ang Build, Build, Build kahit maraming may sakit, gutom, at walang trabaho.

Almost Php1T of the 2021 Budget went to infra pero business-as-usual ang budget for health, livelihood and labor. Hindi nakalapat sa lupa ang economic policy ninyo.

Bukod doon, nagbuhos rin kayo ng pondo para sa NTF-ECLAC na parang kala mo mas malaking problema ang anti-communist insurgency kesa sa COVID-19

[2] No matter how disappointed we are about how this crisis has been handled, let’s not always jump to the conclusion that the money was pocketed by politicians.

[3] Yes, it’s possible that there’s corruption there somewhere at walang problema sa vigilance pagdating sa kaban ng bayan. But take time to look at the numbers too. Mas mabuting informed ka kung makikialam ka.

Sen Drilon said the Contingent Fund can be used to fund COVID interventions. Speaking of the Contingent Fund...

#DidYaKnow that President Duterte's Contingent Fund is 420% higher than the previous admin's? In 2016, the appropriation for it was only 2.5B. Now, it's 13B.

In the 2017 Budget, the Contingent Fund increased by Php3B or 120%. The following year, it increased by 136% more to Ph13B, the highest level that it has been in the past 3 years since President Duterte assumed office.

[3] Since the Contingent Fund appropriations increased in 2017, figures in the 2017-2019 National Expenditure Plan reveal a pattern of huge amounts of transfers to the DILG and DND, in particular, the PNP and the AFP.

Informing the public that there is such a strategy is good. Showing the breakdown of funding is appreciated. BUT - and this is a MAJOR BUT - the Php1.17T total reported by the SOF is sorely misleading.

[2] It lumps together a) the budget of expenditures and b) the sources of financing. That should never be done because, that’s in effect, double counting. Thus, the sources of financing (830B in the pink square) should be deducted from the 1.17T.

[3] these are apples and oranges which should to be added separately. To be even more precise, I agree with what a former colleague’s suggestion: the graphic could also state the expenditure for which a specific source of financing was earmarked for.
