Ang problema kasi inuna nyo pa rin ang Build, Build, Build kahit maraming may sakit, gutom, at walang trabaho.
Almost Php1T of the 2021 Budget went to infra pero business-as-usual ang budget for health, livelihood and labor. Hindi nakalapat sa lupa ang economic policy ninyo.
Bukod doon, nagbuhos rin kayo ng pondo para sa NTF-ECLAC na parang kala mo mas malaking problema ang anti-communist insurgency kesa sa COVID-19
Ang budget para sa vaccines nakapark sa Unprogrammed Appro. Meaning hangga’t hindi pumapasok ang loan proceeds, hindi marerelease ang pondo.
And take note, Kongreso pa ang nagpasok ng 70B sa budget kasi ang proposal nyo kapiranggot na 2.5B lang.
Kapag nasa Unprogrammed Appro ang pondo, it’s basically secondary priority.
Proof that it is indeed parked there and that the release of funds are subject to conditions?
Sabi nyo gov’t is saving for the “resurgence”? That is not true.

How much for DOH?
Summarize ko ang fiscal policy nyo in the middle of a pandemic:
- more budgets for infra
- more budgets for security budget
- business-as-usual budget for health, livelihood and everything else
Alam nyo naman siguro na kung ano ang national budget, iyon ang talagang gusto nyong patakbuhin na programa di ba?
Saan banda ng overall expenditure program ang priority for pandemic response at economic aid/recovery kung karampot ang para sa mga naghirap dahil sa crisis?
Because the fiscal policy is like this, pinipilit nyo to reopen the economy habang mismong government offices may periodic lockdowns.
You’re basically leaving people to fend for themselves with this kind of misplaced austerity and wrong budget prioritization!
Hindi totoo na “walang budget”. May budget pero limited. Tapos limited na nga, mali pa ang priorities sa gitna mg pandemya.

My unsolicited advice to you is LISTEN TO THE PEOPLE! Here are some of the few things I’ve been hearing since Bayanihan 1 and 2 ended
- poorest families need aid (direct cash transfers/cash-for-work/livelihood)
- PUV drivers need aid too
- OFW repatriates need livelihood
- adequately fund distance learning
- start strategizing the safe return to schools
- expand wage subsidies
- expand subsidies to ailing MSMEs
Don’t tell us these things can’t be done because we don’t have funds.
If y’all were willing to raise the deficit to be able to fund infrastructure dev’t in the face of a historic crisis, what is stopping you from looking after the people?
If gov’t can fund higher budgets for the police and military, what is keeping you from implementing a robust recovery program of giving aid? Why don’t you want to take care of the Filipino people?
Don’t you get it? We stand to lose so much more in the future if you keep setting aside the people’s welfare in favor of infra development!
Aber, paano ang future economic competitiveness kung gutom, may sakit, may learning crisis or worse, patay na ang mga tao?

Also, it’s not really surprising this could happen. DOH has a track record of wastage due to inefficiency.
Billions of pesos worth of medicines either expired upon receipt of hospitals, overstocked/near expiration or left undistributed to hospitals.
Go check the COA reports.
The 2018 COA Audit report said Php18.5B worth of drugs and medicines procured by DOH Central Office remain in DOH warehouses. Around 2% of said stock was found to be nearing expiration.
70% or Php13B of the Php18.5B overstock are medicines purchased in 2018.

#DidYaKnow that President Duterte's Contingent Fund is 420% higher than the previous admin's? In 2016, the appropriation for it was only 2.5B. Now, it's 13B.
In the 2017 Budget, the Contingent Fund increased by Php3B or 120%. The following year, it increased by 136% more to Ph13B, the highest level that it has been in the past 3 years since President Duterte assumed office.
[3] Since the Contingent Fund appropriations increased in 2017, figures in the 2017-2019 National Expenditure Plan reveal a pattern of huge amounts of transfers to the DILG and DND, in particular, the PNP and the AFP.
Informing the public that there is such a strategy is good. Showing the breakdown of funding is appreciated. BUT - and this is a MAJOR BUT - the Php1.17T total reported by the SOF is sorely misleading.
[2] It lumps together a) the budget of expenditures and b) the sources of financing. That should never be done because, that’s in effect, double counting. Thus, the sources of financing (830B in the pink square) should be deducted from the 1.17T.
[3] these are apples and oranges which should to be added separately. To be even more precise, I agree with what a former colleague’s suggestion: the graphic could also state the expenditure for which a specific source of financing was earmarked for.
