R2P is states' and IC's responsibility to protect populations from the worst forms of violence: genocide, war crimes, ethnic cleansing, and crimes against humanity. 2

Welfare and protection from these crimes is primarily the state's responsibility. But the IC has a residual responsibility, especially when "national authorities manifestly fail to protect their populations". 3
Ethiopia has not only failed to protect Tigrayans, but also it has been engaged in committing these crimes itself. It is the number one actor and is accused of ethnic cleansing, war crimes, crimes agains humanity, and genocide. 4
Not only has Ethiopia been engaged in committing these forms of violence, but also it has publicly declared today it can not and will not protect Tigray|ans from foreign and internal aggressors committing these crimes. 5

All boxes have, therefore, been ticked for the IC to act. So we ask the IC to fulfill its responsibility and protect #Tigrayans from the wort forms of violence (genocide, ethnic cleansing, crimes against humanity, & war crimes) by #Ethiopian, #Eritrean and #Amhara forces. 6
Note that Eritrea was already accused of crimes against humanity. The same Eritrean forces are committing these crimes in Tigray, and @AbiyAhmedAli has said the Eritrean forces will stay in Tigray and that he won't protect Tigray. 7 news.un.org/en/story/2016/…
