Since we began re-opening we have not seen evidence of increased viral transmission stemming from either the outbreak or new sources. In addition, we have not had any new non-epi-linked cases related to the outbreak in at least 28 days, which is two incubation periods.
Six weeks ago, during the week of February 10-16, we reported 260 new cases. We are down to 1 case over the last week, and now 1 case reported today.
The 7-day moving average has gone from 40 cases in mid-February to less than 1 case as of today.
This time around, we will all need to do things differently. I think it’s safe to say we were all startled by this outbreak and how rapidly it escalated. We don’t want to be taken by surprise again.
Because of the increased risk from importation of the virus, particularly the variants of concern, we are making some modifications to our Level 2 guidance. We will continue to assess the epidemiology and risk level in the coming weeks to determine if adjustments can be made.
🫂 Gatherings

We are cautiously increasing the maximum for formal gatherings to 50. This applies to events such as weddings, funerals and faith-based services when held by a business or organization.
🏘 Household Contacts

We recommend a “steady 20” which means a max. of 20 close consistent contacts for the household. This means that your household chooses up to 20 close friends and/or family and these are the only individuals that you interact with in close settings.
The difference between a contact and a close contact is not defined by your interpersonal relationship but by:
•how often you interact w/ them,
•the setting you interact w/ them,
•how close in proximity you interact w/ them;
•how long in duration the close interaction
🧘‍♀️ Businesses

In Level 2, gyms, fitness facilities, swimming pools, dance studios, yoga studios, tennis and squash facilities, and arenas can open with a maximum capacity of 50 people per room or rink surface, provided that physical distancing can be maintained...
....50 will also be the maximum capacity for facilities such as bingo halls, performance spaces and cinemas. Again, if all goes well, we will look at raising this maximum in the weeks ahead.
🍽 Restaurants, bars and lounges can open for in-person dining, reduced to 50 per cent of normal capacity, as long as physical distancing can be maintained between patrons seated at adjacent tables. Buffets are prohibited.🚫
🏀 Team Sports and Group Activities

I know that many people in the province, particularly our youth, will be happy to hear that team sports and organized group activities, such as dance, art, music and performance groups can resume, with the following restrictions:
To return to intra-squad competition, we ask each provincial sport association, or other sport provider, including private, recreational, and community-based sport providers, to submit a return to sport plan to Sport NL or to @TCAR_GovNL
This plan should include competition that would fall within the regular competitive schedule. As an example, if a soccer league has always been regional in scope, regional competition may be permitted following review and approval of the Return to Sport Plan....
...If the league has always been provincial in scope, it may be permitted following review and approval of the Return to Sport Plan.
Tournaments will not be allowed right now but may be permitted later in Alert Level 2.
Participants in any sport activity should arrive dressed for the activity and avoid change rooms, if at all possible. Change rooms should only be used when necessary and masks should be worn as much as possible.
❤ Long Term Care

As of Saturday, the SMO for PCHs, LTCs Homes and Assisted Living facilities that came into force on Mar 13, will be repealed. Visitation within residential care will expand to a max of 6 designated visitors, allowing residents to reconnect with more loved ones.

THREAD ⚠ Effective 12:01 am March 13, the Avalon region will move to Alert Level 4 and areas outside the Avalon will move to Alert level 3.
2️⃣ We must be mindful that while our provincial epidemiology is in a very good place, the same cannot be said outside the province. We therefore remain at risk of importation of the virus and the variants of concern that are now in greater circulation.
3️⃣ We saw first-hand how rapidly the B117 variant spread in our province. That’s why we must ease restrictions slowly. We will closely monitor the epidemiology as we open to ensure that there is no increased transmission.

❗️ Remember, we all possess the tools and the ability to protect against this virus and stop the outbreak. The same public health measures we have been practicing throughout the year will protect us now:
😷 Your non-medical mask is a critical layer of protection for yourself and others.

Wear it whenever you are interacting with people outside your household bubble, not just indoor public spaces.
Your mask should be at least 2⃣ layers, 3⃣ is better.
👉Make sure it fully covers your nose and chin. Do not wear a face shield in place of a mask.

THREAD 🧵 We have received confirmation that the outbreak in the metro area is indeed due to a COVID-19 variant of concern, specifically the B.1.1.7 variant which was first recognized in the UK. This variant is more infectious than the original strain of SARS-CoV-2.
We have seen how rapidly it has spread in facilities elsewhere in the country. We know that if not controlled, it becomes the predominant strain within weeks of first appearance. This is concerning and serious. But we have the ability to overcome it.
We know that our greatest ally is speed. We therefore have to take quick and decisive action to reduce the spread of this variant. I am announcing that, effective immediately, I am introducing special measures orders across the province that will take us back to Alert Level 5 ⚠️

⚠️ We are increasing restrictions in the St. John's/metro area, effective midnight tonight:
➡️ Formal gatherings such as funerals, burials, weddings, and religious and cultural ceremonies are limited to 10 people, as long as physical distancing can be maintained.

Wakes and visitations are prohibited.
➡️ Private health care clinics can remain open in accordance with provincial guidelines.
