National Preparedness System
It normally outlines an organized process for everyone in the whole community or stakeholding, to move forward with their prep'dness activities & achieve the National Preparedness Goal. (If there is any set).
Six Parts of the National Preparedness System
1. Identifying & Assessing Risk
First, collect historical & recent data on existing, potential, perceived threats & hazards. The results of these risk assessments form the basis for the remaining steps.
2. Estimating Capability Requirements
Next, determine the specific capabilities & activities to best address those risks. Some capabilities may already exist, & some may need to be built or improved.
3. Building & Sustaining Capabilities
This ordinarily involves figuring out the best way to use limited resources to build capabilities. One can use risk assessment to prioritize resources to address the highest probability or highest consequence threats.
4. Planning to Deliver Capabilities
Because preparedness efforts involve & affect target audience (community or stakeholding), it’s important that one coordinates their plans with other players (organizations or stakeholders).
5. Validating Capabilities
This is time to see if activities are working as intended. Participating in exercises, simulations or other activities helps one identify gaps in their plans & capabilities.
6. Reviewing & Updating
It is important to regularly review ,update all capabilities, resources & plans. Risks and resources evolve & so should our preparedness.
The National Risk & Capability Assessment (NRCA) is a suite of assessment products that measures risk & capability across the nation in a standardized & coordinated process.
When analyzed together, these products will better measure national risks, capabilities, & gaps.
Mission Areas & Core Capabilities
Any National Preparedness Goal identifies mission areas & core capabilities intended to assist everyone who has a role in achieving all of the elements in the Goal.
Generic Mission Areas
1. Prevention
Prevent, avoid or stop an imminent, threatened or actual incident or occurrence.
2. Protection/Preparedness
Protect people & assets against threats & hazards in a manner that allows National interests, aspirations & way of life to thrive.
3. Mitigation
Reduce the loss of life & property by lessening the impact of future disasters.
4. Response
Respond quickly to save lives, protect property. the environment, & meet basic human needs in the aftermath of a catastrophic incident.
5. Recovery
Recover through a focus on the timely restoration, strengthening, revitalization of infrastructure, housing & a sustainable economy, as well as the health, social, cultural, historic & environmental fabric of those affected by a incident or occurrence.
In most Govts these is normally an Interior Ministry purview. But in our case, with the likes of @Karanjakibicho & his boss @FredMatiangi especially after having killed @NDOCKenya replacing it with a police run NDMA based at the GSU Hqs. Do you see any light at the tunnel end?
Core capabilities, established in any National Preparedness Goal(s), are referenced in the various national preparedness efforts that follow, including National Planning Frameworks.
The Goal (s) often group capabilities across the relevant five mission areas. Some core capabilities fall within a single mission area, while others apply to multiple or all mission areas.
It is not rocket science, with proper political will, it is possible. But in the current kleptocratic Jubilee times ???
