In fact they spent 2348 Cr less than the required allocation.
Between 2006-09 , there were only 5 tenders which had more than 5 tenderers. For 3 years in 99.5% of tenders, only 2 tenderers participated.
After CAG citing this, principal secretary in 2010 accepted to cartel formation in Tenders. DMK speaking of irregularities is a joke.

During their regime, they diverted 35 Crores (47 to 53%) earmarked for Elementary Education Fund to lay roads. Education is never their priority, unlike what is propagated.
Not just Urban Centres or Education. IGFF for Village Panchayaths were also neglected & due to which electricity and water bills for a value of ₹120 Cr went unpaid during DMK regime. Diversion of funds always.
This was paid with interest only by the subsequent govt.
By June 2005, TN had 134 and Gujarat (Since it is taken for comparison) had 105 Connections for every Thousand Household. By 2011, TN grew to 372 and Gujarat to 139. Here’s how?
In 2009, UPA launched the free cylinder scheme for BPL. RGGLV took of in October 2009. These 3 Lakh Free Cylinders were issued only after that time and hence the spike in rural penetration.
As you could see, below is the LPG distributors in south India which showed growth only after 2009. No new rural distributors were appointed and no new gas connection was given as claimed.
Despite introduction of this program in 2009, it was only gas cylinder at home with no gas actually. Till subsidised cylinder cap was moved to 12, the consumption did not pick up at all. So people got these cylinders and continued with old ways of cooking due to high cost.
After UPA came back to power to power, it was a roller coaster of subsidies. Over and above TN govt’s public debt was rising and for the first time TN fell in Revenue deficiency. This pile of public debt continues to haunt us even today
How efficiently should one conduct business. The Gujarat Model. Here is an example of how zero profit and zero loss helps the people of the state. For 5 years they made no profit and no loss but gave people electricity at affordable price.
Gujarat was behind TN in terms of LPG penetration in rural areas. Their urban areas are mostly through PNG. This is mainly because UPA never bothered to implement RGGLV in Gujarat but only in states they ruled and had alliance with.
Only in 2013 they started appointment of distributors for RGGLV in Gujarat. Such was the sad state.Only after 2014, Gujarat like every other state in the country started receiving benefits of the centre’s programs
2008 to 2011: Public Sector Units
Gujarat made a total Profit of ₹7,472 Crores (60 PSUs)
Tamil Nadu made a total loss of ₹23,105 Crores (67 PSUs)

The DMK & Congress Farmer Loan Waiver Model for Tamilnadu: How farmers were fooled!
After coming back to power in 2006, DMK announced Loan waivers for all farmers. Total loans taken in 4000 Co-operative societies was ₹6526 Crore.
TN Finance minister in his iconic Budget Speech of 2007 said the waived amount of co-operative loans would be reimbursed to the co- operative institutions in 5 instalments with 8 percent interest to ensure the continued functioning tnrd.gov.in/Announcement_p…
DMK did not pay the dues to Cooperative banks. They went to UPA asking for 5000 Crores funds. Central Govt showed them the door not wanting to set a bad precedence archive.indianexpress.com/news/centre-co…

To DMK’s favour, before the 2009 Loksabha elections, UPA announced Farm loan waivers of 60,000 Crores including the ₹6526 Crores committed by DMK in 2006. Point to note: Banks not paid in full google.co.in/amp/s/www.live…
Total loan: ₹6526 Crores
After 8% interest it is ₹7048 Crores
Below are the payments made in total of Cooperative banks, the National bank for Agriculture and Return of funds received from Central Government.
First Payment: ₹1674 Crores
Second Payment: ₹1630 Crores
Third Payment: ₹1198 Crores
Fourth Payment: Provision of ₹1062 Crores made and no records whether it was paid or diverted to else other needs
No record of 5th Payment
The total payment even considering provisions is only ₹5564 Crores.
These installments include payments to cooperative society, NABARD and return of loan to central government. That's why i say this loan was never paid in full during the DMK regime. Only 20% of the total due was paid back to cooperative societies
Tamil Nadu PDS (Ration):

But here is the problem: % Children Underweight
2005-06: 29.8%
2012-14: 32.5%
Despite 15% increase in PDS coverage, Mal nourishment in children increased by 2.7% indicates loot of food grains.

Outstanding grew by 288% during the 5 year period

During DMK regime, 58 out of 63 State-owned PSUs In TN declared loss in the year 2009 despite registering a growth of 95% between 2004 and 2009.
Total loss was ₹8,062 Crores. Of which TNEB registered a loss of ₹7,771 Crores.

C voter survey for TN was illogical and my reasons for saying so👇
👉 Sample size is 8709. I.e., 37 Participants on an average per constituency. Too less to call it in anyone’s favour.
👉 Survey in TN was spearheaded by Shabbir. I have problems with the sanctity of the samples
👉56% are satisfied with the current CM and 8.4% aren’t sure.
👉 50% say not at all satisfied defies the current ground reality unless the survey was conducted in a DMK party gathering.
👉No pointed questions about DMK’s past or about MK Stalin’s ability.
👉In Tamil Nadu there are 49% who are satisfied with Rahul Gandhi’s work. This is yet another example to show that this sample survey is not just far from reality but far from earth.

MK Stalin vowed that the state's economy will expand to above 35 lakh crore in 10 years.
He also said this would lead to the creation of 10 lakh new jobs each year, cutting unemployment percentage into half and increasing per capita income to Rs 4 lakh per year
TN GDP currently is ₹18.9 Lakh Crores (Current prices with Base price of 2011-12). In 10 years if the GDP has to be ₹35 Lakh Crore I.e., an addition of ₹16.1 Lakh Crores in 10 years, which is on a average of ₹1.61 Lakh Crore every year.
Pre Covid CAGR (Current prices) of TN for the 4 year period between 2016 & 19 was 9%.
Considering that growth for the next 10 years, the GDP of TN will be ₹44.7 Lakh Crores.
