Greetings on Gudhi Padwa.
From December to February, we had controlled COVID well. This credit was yours and that of the health system and the state machinery.
But things have changed. We felt that we were winning the war, but this battle has begun again.
Despite capacity additions, the system is under strain. There is an oxygen shortage. Around 1,200 metric tons of oxygen is manufactured daily in Maharashtra.
We have earmarked 100% of this for medical purposes. Today, 950 to 1,000 tons is being used for Corona patients.
Oxygen will be procured from as far as 1,300 kms from states like West Bengal.
I am requesting the Hon’ble Prime Minister to airlift oxygen to Maharashtra using the Air Force.
This is because bringing oxygen to Maharashtra using tankers by road will be time-consuming and logistically challenging.
In March, the GST returns were to be filed for small & medium enterprises. I am requesting the Hon’ble Prime Minister to extend this by three months.
We have speeded up vaccination. Vaccination coverage will have to be increased. This will help prevent the third wave of COVID.
We are enhancing health infrastructure in Mumbai, Pune, Vidarbha. We are increasing oxygen beds, ventilators, isolation beds and quarantine facilities.
But we also need doctors. Hence, we are calling on newly-graduated doctors to join us. Like last year, I am appealing to retired doctors, nurses and medical staff to help us fight this battle.
Considering this situation, we have no option but to impose some restrictions. This is for your welfare. I am not happy doing it.
If we do not break the COVID transmission chain, it will strangle us. Livelihood is important. But saving lives is a greater priority.
So, the present restrictions in the State will be made more stringent.
Under the ‘Break the Chain’ initiative, prohibitory orders will be imposed across the State from 8 PM tomorrow till 1st May.
We will provide 3 kg wheat and 2 kg rice free of cost to beneficiaries covered under the National Food Security Act for one month.
Maharashtra Government had launched the Shiv Bhojan scheme which provides a wholesome meal for ₹10.
After the pandemic began, we reduced it to ₹5.
Now, for the next month, these meals will be free.
Around 35 lakh beneficiaries covered under five schemes like Sanjay Gandhi Niradhar Yojana, Shravan Bal Yojana, pension schemes for the widows, aged and differently abled will get two months of their Rs 1,000 monthly pensions in advance.
Around 12 lakh registered construction workers will get financial aid of Rs 1,500 each.
Similarly, 25 lakh registered domestic workers will also get aid.
Registered hawkers, who number 5 lakh, will get an amount of Rs 1,500 in their bank accounts.
The 12 lakh rickshaw drivers, who have permits, will be paid an amount of Rs 1,500.
About 12 lakh tribal beneficiaries, who are covered under the Khawati scheme, will also get ₹2,000 per family.
District Collectors will get a fund of Rs 3,300 crore to be used only for fighting COVID. This money will be spent on buying medicines and equipment and adding to further strengthen our facilities.
Apart from this, the taxes, fees and other dues payable to the State Government, Government undertakings and local bodies can be paid sans interest dues for the months of April and May.
Put together, this Rs 5,476 crore will provide support to the economically weaker sections in these troubled times and also strengthen our health machinery in this fight against COVID.
I have put forth the situation before you. We will have to impose these restrictions as a bitter pill to prevent the situation from deteriorating further and break the transmission chain.
You consider me as part of your family. I am undeterred by criticism. I am committed to your welfare. The only reason for imposing these restrictions is to save lives. Please understand this and co-operate.

कोरोना विषाणूची साखळी तोडणे आवश्यक असल्याने राज्यात आणखी कडक निर्बंध लावण्याची घोषणा मुख्यमंत्री उद्धव बाळासाहेब ठाकरे यांनी केली आहे. राज्यात बुधवार दि. १४ एप्रिल २०२१ पासून रात्री ८ वाजल्यापासून १ मे २०२१ पर्यंत हे कडक निर्बंध लागू राहतील.
या काळात आर्थिक दुर्बल घटकांना दिलासा देणारे ५,४७६ कोटी रुपयांच्या मदतीचे पॅकेज जाहीर करण्यात आले आहे.अन्न सुरक्षा योजना लाभार्थी मोफत अन्नधान्य योजनेतून राज्यातील सुमारे ७ कोटी लाभार्थ्यांना प्रति व्यक्ती ३ किलो गहू, २ किलो तांदूळ याप्रमाणे एक महिना मोफत अन्नधान्य देण्यात येईल.

CM Uddhav Balasaheb Thackeray today held a virtual meeting with leaders of major political parties and cabinet colleagues to discuss the COVID situation in the State and the mitigation measures. He made the following points:
To break the COVID transmission chain, it is imperative that strict restrictions must be imposed for a certain period of time.
The first priority will be given to saving lives. If this is a public health emergency, then the priority will be health of citizens & their lives
The Leader of Opposition has made some good points. They will be considered earnestly.
The State Government will act on suggestions like availability of Remdesivir, availability of test reports sooner from the labs, & precise planning to make oxygen supply available.

रेमेडीसिवीर उपलब्धता,चाचण्यांचे रिपोर्ट्स लवकर मिळणे, प्रयोगशाळांना यासाठी सूचना देणे,ऑक्सिजन उपलब्ध व्हावा म्हणून काटेकोर नियोजन अशा सूचनांवर शासन कार्यवाही करेल

राज्याने मोठ्या प्रमाणावर चाचण्या वाढवल्या असून आणखी वाढवण्यात येत आहेत.
महाराष्ट्रात चाचण्यांचा वेग चांगला असल्याचे केंद्रीय आरोग्य विभागाचे मत.
राज्यात एकूण चाचण्यात ७१ टक्के आरटीपीसीआर आणि २८ टक्के अँटीजेन होतात जे समाधानकरक असले तरी वाढवायला हवे - केंद्रीय आरोग्य सचिव
