Jackson was district collector of Nasik, he was primarily responsible for Jailing Baburao Savarkar at Andaman Jail (Elder brother of Veer Savarkar & Founder of Abhinav Bharath).

In the trial, known as the "Nasik Conspiracy case", opened on 23rd January 1911, it was contended by the prosecution that the pistol used in the murder was one of the twenty which Savarkar had been able to send surreptitiously to India.
