As @froomkin points out, this is likely a Capitol Police official senior enough to send out this kind of a communication to officers in the field. It's a bit tricky to pin down on Lofgren's rough outline, but it hints at something very concerning

SCHAFFER's hearing was not announced on the court's public calendar, which Judge Mehta acknowledged was due to the secrecy of the proceedings. though he noted the call-in line was open to the public. He's now speaking privately with the parties before finalizing the agreement.

In fact, the problems with the "Civil Disturbance Unit" were known as early as July 2020 — and reforms were promised at the time.

But as of March — two months after the Capitol assault — the inspector general found that those changes had not been made.
