Here's a summary on what reprimanding tools the bill would give the state:

We have our first POO on the police defunding bill. @ronereynolds raises a challenge based on the bill analysis missing required info.

That point of order was withdrawn.

The first amendment, adopted without objection, exempts grant $ from being counted toward the budget cut assessment.

The next amendment by @EddieforTexas that would strike the 250,000 population floor criteria of the prohibition fails by a vote of 66-78.

The next amendment by @RepHaroldDutton would set a requirement, for the law to apply, that 35% of the police live in the community they patrol.

It failed.
