Because of how the states were drawn & malapportioned, the Senate imposes a huge penalty against Black, urban, & Dem voters like those in D.C. The GOP has run the Senate most of the time since the late 1990s despite never winning more votes than Dems once

I fully expect the GOP to win back Congress in 2022 thanks to malapportiomment & gerrymandering even if Dems again win more votes due to Senate Dems like Manchin refusing to fix our broken institutions. We escaped total catastrophe on Jan. 6, but democracy remains in grave danger

Joe Manchin also came out against #HR1 but didn’t rule out voting for a revised version. However, #HR1 may be the most important of the election bills Dems are considering because banning congressional gerrymandering would likely have a far larger impact than voting protections
