There is certain evidence that people with high vaccine scepticism most of the time overestimate the probability of rare vaccine-related negative events especially mortality related events
and sometimes correlate them to negative events which do not have to do anything with the vaccine. This shifts their risk-benefit balance! It is also influenced by the kind of information they consume and the source of that information.
Sometimes this anti-vaccine movement is started by religious believers who then go on to influence people of the society using religion and again overestimating the rare negative events. they do not spare anyone - rich, poop, educated or illiterate, a child or an adult!
What then happens is an attentional bias is created to these negative events which help them remember and amplify the misinformation and it works like a chain reaction when passed on from one person to another!
It has also been observed that anti-vaxxers are more self-interested, have trust issues towards authorities hold strong religious, inspirational and also paranoid beliefs! Anti-vaxxers are manipulating others to make themselves feel omnipotent.
But lets face it...the only reason these people get away with diseases is that a lot of others have been vaccinated.
