Bootstrap, our popularly known among dev community , is a component-based framework that was designed to help Developers to write less CSS and JavaScript code..
Tailwind is just like bootstrap but not component-based, it's packed with utilities classes .and it's very low-level
I think almost any tool or projects goes with both...reacts , font-awesome, static Website and the like..I can't voice my opinion on this..but as a beginner like me . bootstrap is good , but not the best practices because it's changed the way I write code..I like Tailwind

♉CSS framework make you depends on it if you are used to it
♉Might not be able to write normal CSS code without it
♉Bloating but not anymore with bootstrap 5 and tailwind CSS
Many existing companies love bootstrap , Because this platform is the founder (Twitter)..lol but that not the main point..
They are just good to use and very popular unlike tailwind new bird.
I will pick bootstrap with his latest update (bootstrap 5) and because of its popularity and job market.. bootstrap is use everywhere..I believe.
Tailwind is good for opinionated Developer and Designer because of its freedom..but bootstrap 5 is now more customizable..pick one
On this opinion, I will say , it's makes life easier for back-end Developers with less front-end skills to use bootstrap because of its component-based.
But Front-End Developer with sass skill will also enjoy bootstrap..I love bootstrap especially with bootstrap 5 version
Front-End Developer are opinionated and love more freedom to design and customize certain any elements of their choice , the way they want it..so since Tailwind is just full of low-level utilities classes , we tends to prefer tailwind CSS ..write zero CSS code with tailwind CSS
Check out other framework like materialize CSS....a mobile first friendly CSS framework design by Google with material design.
I will pick Materialize CSS as a third choice of all CSS framework out there.
That's just my opinion...feel free to check out other framework and pick
