BREAKING: @GavinNewsom will today unveil a slate of proposals for California's public schools:

- Universal pre-k by 2024
- Savings accounts for 3.7 million kids
- $14.5 billion to "reimagine K-12 public schools and reduce class sizes"
.@GavinNewsom says his budget will have the biggest investment in K-14 education in California history. "We are putting out a blueprint over the next five years for a total transformation in education, which includes a new grade, TK," he says.
"We need to do more in the classroom to address what's going on outside the classroom," @GavinNewsom says, adding that Elkhorn Elementary School he's at has washers/dryers for the community. "We've talked about community schools, but we haven't followed up with real resources."
"We need to get serious about adolescent mental health, and reconcile that the brain is part of the body" and address "the trauma that so many have experienced," issues of "anxiety and deep depression, which leads to tragic outcomes," @GavinNewsom says.
A $4 billion commitment for "universal screening and access to real treatment based on need for every student age 0-25," says @GavinNewsom, saying it's the "biggest investment in youth behavioral health the state has ever made."
.@GavinNewsom's school plan:

- Universal TK
- $3B for community supports/wraparounds
- $4B for behavioral health
- $1B this year, but $5B/year later, for universal after-school programs
- $3.3B for teacher preparedness
-$1.1B for counselors, teachers, staff to reduce class sizes
"I don't want to sound like a salesman, I'm just an enthusiastic father and member of this community," @GavinNewsom says.
An additional $2.6B for scientifically-based high-dose tutoring, @GavinNewsom says, to address learning loss from the pandemic.

Also: Opening 3.7M child savings accounts that will be seeded w/ $500 and another $500 for homeless/foster students
It's to help build a college mindset or a trade school mindset, @GavinNewsom says. "We're poised to do something that the academics have been promoting for decades and that researchers can say will break the cycle of poverty. Checking & savings account in child's name."
.@GavinNewsom says he will be making "a rather significant announcement" on broadband and internet access on Friday to address the digital divide.
He also says he's looking at opportunities to provide "universal access to broadband, and devices as well."

I’m at the Capitol attending the first legislative hearing on CA’s COVID-19 spending since the state govt was shut down last month. Follow this thread for updates for my experiences from this historic hearing.
Before getting my temperature taken and being asked if I’ve experienced any symptoms of the virus, I was greeted with this sign outlining mandatory social distancing protocols.
People are being escorted one at a time from the lobby to the elevator, and only one person can be on the elevator at a time, accompanied by a masked and gloved sergeant at arms.
