As far as minor reservoirs are concerned, Kundala has 8.77% storage and no chance of spill.
Rest are receiving cascading flow from upstream powerhouses & they have no holding capacity. So if they fill with rains, shutters will be opened after all observing all formalities.
It is important to understand that the spillway are provided to manage the excess inflow coming to the reservoir.
A reservoir is formed with multiple dams. Example Idukki reservoir is having Idukki Arch Dam, Cheruthoni Dam & Kulamavu dam.

Banasurasagar reservoir in Wayanad is formed with 8 dams and it is also having only one spillway.
As far as Sengulam & Anayirankal reservoirs are concerned, they have no gates and spill water will freely flow once it reach FRL.
At present Poringalkuthu reservoirs gates are kept in open position and that reservoir is also function as an ungated one.
So at present, 15 reservoirs are having a regulated spillways, which can be open to discharge water.
So don't confuse them with number of dams.
