1/x The extremely slow pace of Marawi reconstruction is another case of neglect and bad governance.

It is easy to blame the delay in rehabilitation to lack of funds but that is not true.
2/x As this slide shows, there were funds allocated for Marawi reconstruction since 2018, albeit a small fraction of the total funding requirement of 70B.

@rupertnotholmes @robertsanders_ and I sifted through the DBM reports to make sense of these figures
3/x DBM has been a favorite scapegoat when big-ticket projects don’t commence on time. Let me explain the policy behind the figures though so they would make more sense.

Marawi rehab funds are lodged in the National Disaster Risk Reduction and Management Fund or NDRRM Fund
4/x The NDRRM Fund is a special purpose fund that isn’t automatically released upon the effectivity of the annual General Appropriations Act. They are not part of what called “GAA as allotment release order”

The release of the NDRRM Fund is governed by certain conditions.
5/x What are those conditions?

1. The fund has to be requested by the implementing agency/LGU/GOCC

2. The funding request needs to be evaluated by the NDRRM Council and then elevated to the Office of the President

3. The funding request need to be approved by the OP
6/x It may or may not consider upon the recommendation of the NDRRM Council.

Funds for Marawi rehabiliation and reconstruction can therefore only be released by DBM when it receives a written directive from the OP.
7/x Given that long process prior to the release of Marawi funds, can the delay really be blamed on DBM? No.

The policy is a given. It is part of what’s legislated in the GAA. Marawi implementors should be aware of this. They should not be using lack of funds as an excuse.
8/x People on the ground lament that there has been no significant improvement in Marawi. Take a look closer look at these slides on fund releases for housing and infra and you'll see why.

There are two critical dates to look at:

1. Date of SARO release
2. Date of OP approval
9/x And the slides on funding for Marawi infrastructure
10/x The approval of the funds for big-ticket reconstruction projects like housing and infrastructure were issued only between late 2019 to middle of last year while NCR was on lockdown.

The dates show that on average, it took 2-3 weeks for DBM to process the funds documents.
11/x Granted, we can all argue that it could have done in 1-2 days if Malacañang so wished. But looks like it didn’t.

Nonetheless, these reports suggest that bottlenecks can be attributed either to the Marawi Task Force or to those who review and approve project funding.
12/x So what really caused those delays? Marawi rehab implementors owe it to the Maranaos to explain why no significant reconstruction happened between 2018-2020.

Two years of inaction is a long time.
13/x Yesterday in the FOCAP presser on Marawi rehab, I said there is a need to link planning and budgeting for the whole Marawi reconstruction effort.

One thing to ask: is there anyone is charge of programming the rehabilitation effort on an annual basis?
14/x If they aren’t doing that, then the internally displaced peoples of Marawi can only expect further delays in the rehabilitation process.

At the rate things are going, Marawi won’t be reconstructed on the government’s own target date of end of 2021.
15/x If reconstruction is a failure, and the compensation bill remain pending in Congress, should they just wait indefinitely?

Please naman. It’s unimaginably difficult to live with the trauma of war. Give the Maranaos some hope to hold on to.

You know why this remains unreleased? It’s most likely because no national government agency or LGU is requesting for it.

DBM cannot release this without a special budget request.

Nonetheless, I still think the 2021 NDRRM Fund should be used for pandemic response/ayuda but definitely, some of it should be saved for disaster season this year. I believe I mentioned this in my Rappler interview @reyaika and @RalfRivas a couple of weeks back.
Aside from the NDRRM Fund, there’s also the Contingent Fund that is subject. That’s 13 billion this year. That should also be tapped to fund the many unforeseen needs due to this pandemic.

Hunger czar ka dyan. Anong balak nila gawin to address hunger if they don’t give ayuda?

As if naman if they reopen the economy babalik sa dati ang lahat. As if naman walang firms thay didn’t permanently shut down their businesses.
As if naman people are confident to go out and spend when daily cases continue to hiy 8,000-10,000.

As if naman may mass vaccination na silang ginagawa. Eh hindi pa nga dumarating ang mga inorder na vaccines.

Let me just explain why you can’t find project details in the SAROs.

First and foremost, SAROs issued by DBM to cover releases to LGUs from funds under Allocations to Local Government Units are not always one is to one as in one SARO per LGU especially if it’s a barangay.
Now, the NTF-ELCAC budget is under Allocations to Local Government Units. How is that fund released

Normally, the department that has oversight on the implementation of projects request the release of funds from DBM in batches or tranches.
Each batch will have its own project list attached to the special budget request submitted to DBM. That request is reviewed by DBM before a SARO is released.

For example, this 3B fund release. DBM will never release a SARO without a project list that shows at least a breakdown.

I was watching the pre-SONA briefing, but I stopped. I can't stand the cherry picking.

I cringe at the SOF's statements on all the reforms they supposedly did which conveniently omitted supporting data and contexts. Ugh.

What's the point of reporting all these plans and targets if they don't support it with hard data to show how those budgets and investment benefitted ordinary Filipinos?

This graph from a PIDS study shows which administration actually increased the infra spending.

Hahahaha! Pre-Aquino admin infra spending was the "anemic" one. Tumigil kayo with the half-truths
And look how ACTUAL infra to GDP ratio has deteriorated since 2016? Hahahahahaha!

They were riding on the institutional reforms introduced by former DPWH Secretary Babes Singson. But well, well, well, they failed to meet their own sustain the momentum.
Heck, they couldn't even meet their own targets, better yet stick to those targets.. Hahahaha!

These were their medium-term targets at the start, published in no less than the 2018 People's Budget

Would be nice to compare as well the total budget of OVP vs the Confidential and Intelligence Funds of the OP.

Btw, the total OVP budget for 2021 is actually Php900M. Nasa 2021 GAA ang figure - dbm.gov.ph/wp-content/upl…
I wonder where the Php673M figure came from. Maybe this is actual spending figure?

It's quite close to the OVP's budget for 2020 - nearly Php700M in the 2020 GAA - dbm.gov.ph/wp-content/upl…
It doesn't change the conclusion we can draw from this graph though.

Kahit Php900m 2021 OVP budget ang gamitin natin, or the 2020 OVP budget which is Php699.88m (to be exact), kapiranggot lang talaga iyon compared to the NTF-ELCAC funds.
