Would be nice to compare as well the total budget of OVP vs the Confidential and Intelligence Funds of the OP.

Btw, the total OVP budget for 2021 is actually Php900M. Nasa 2021 GAA ang figure - dbm.gov.ph/wp-content/upl…
I wonder where the Php673M figure came from. Maybe this is actual spending figure?

It's quite close to the OVP's budget for 2020 - nearly Php700M in the 2020 GAA - dbm.gov.ph/wp-content/upl…
It doesn't change the conclusion we can draw from this graph though.

Kahit Php900m 2021 OVP budget ang gamitin natin, or the 2020 OVP budget which is Php699.88m (to be exact), kapiranggot lang talaga iyon compared to the NTF-ELCAC funds.

So as you can see the OVP budget is tiny compared to the total budget of the OP and the budget of the OP for confidential and intelligence expenses.
The entire OVP budget for 2021 is just equivalent to 11% of the total budget of the Office of the President for this year.

If you compare it naman with the Confidential and Intelligence Fund of the President, it's equivalent to only 20%.
Kung mandate lang naman at resources ng OP ang titinngan, it's not too much to expect better results di ba?

And c'mon, the President has control over the rest of the budget of the entire Executive branch. He can marshall those resources to serve us citizens.
The President and the IATF has the power, the authority and the fiscal resources to manage this crisis better.

Unfortunately, LEADERSHIP, COMPETENCE at EMPATHY ang kulang.
We face so much uncertainty as to when this pandemic and economic crisis will come to an end because there is a huuuuuuge leadership vacuum.

Public health and governance systems are failing because of soooo much incompetence. It is damn unforgiveable.
People are hungry because they lack empathy.

They don't want to give another round of ayuda to poor families, they don't want to help small businesses, but they are so willing to give tax relief to big businesses.

1/x Okay, here goes my factchecking. I will explain this in Taglish para mas madali maintindihan.

For context, magkano na ang total budget releases for COVID response. Ayon sa DBM report, umabot na daw ito ng 568B.
2/x Anong mga kasama sa 568B? Basically merong mga fund releases authorized under Bayanihan 1 and 2 such as cash transfers ng DSWD, wage subsidies ng DOLE, those coursed through SSS and other COVID-related health and operational expenditures.

3/x Now let’s focus on ayuda, and by ayuda, I mean direct cash transfers to beneficiaries.

How much of the 568B under Bayanihan 1 and 2 went to that?

At least 300B went to ayuda. Those were released to DSWD, DOLE, SSS, etc. Check the DBM report if you want more details.

1/x Those funds should have been spent and distributed already. Those were funds for last year’s needs!

Ibig sabihin lang nyan, hindi nakarating sa mga tao ang sinabi ng Kongreso na gamitin noong isang taon para sa ayuda.
2/x Important questions to ask:
1. Why do those funds remain unutilized to this day?

2. What is the magnitude of unutilized funds under Bayanihan 2?

3. What are those specific items?

4. Which agencies did not spend what they should already have spent last year?
3/x Remember that Bayanihan 2 was legislated LAST YEAR to give aid to those who were affected by the lockdowns LAST YEAR.

The onus of explaining why those funds remained unutilized to this day is on the agencies. Almost all of them have critical roles to play in the IATF!

The loan agreements for vaccines haven’t been signed. So anong sinasabi nila na nasa bank ang pera?!🙄

There may be funds in the Treasury at the moment for other things, but not specifically for vaccines.

So paano nga magpoprocure ng vaccines in large quantities kung hindi pa signed ang loan agreements?

Kung ikaw ba may car loan at hindi pa napirmahan ang mortgage agreement, makukuha mo ba ang car mo? Of course not.
Never mind if it’s the lending institution that will directly pay the supplier later on.

No loan agreement, no SARO release from DBM.

No SARO release from DBM, no authority to award contract.

Ganon yun. Nasa GAA yun.

Not really surprised this would happen. The vaccination plan they presented to the Senate back in January doesn’t appear to consider realities on the ground🤷🏻‍♀️ interaksyon.philstar.com/politics-issue…
Also, it’s not really surprising this could happen. DOH has a track record of wastage due to inefficiency.

Billions of pesos worth of medicines either expired upon receipt of hospitals, overstocked/near expiration or left undistributed to hospitals.

Go check the COA reports.
The 2018 COA Audit report said Php18.5B worth of drugs and medicines procured by DOH Central Office remain in DOH warehouses. Around 2% of said stock was found to be nearing expiration.

70% or Php13B of the Php18.5B overstock are medicines purchased in 2018.
