The RTI reply received by transparency activist (Retd) @CommodoreBatra on 2 & 7 May reveal that the Govt of India placed an order of 18.6 crore vaccine doses in its first TWO orders, which is till end of April 2021.
The FIRST order:
The Centre ordered 6.6 crore doses of COVID-19 vaccine through PM CARES FUND. Of which, 5.6 crore doses were of #Covishield and 1 crore doses were of #Covaxin .

The SECOND order:
The Centre through the Union Budget ordered 12 crore doses of vaccine in the second order. Of which, 10 crore doses were of #COVISHIELD and 2 crore doses of #COVAXIN.

As per the Ministry of Health & Family Welfare (MoHF) press release issued on 3 May, the Government had till then procured 100% of first order of 6.6 crores doses but not complete second order.
Till 3 May, the government procured 6.6 crore doses from the first order and 9.58 crore doses of vaccine from the second order, making a total of 16.18 crore doses (first plus second order).
The 3 May MoHF press release also stated that, “the government had provided more than 16.54 crore vaccine doses to States/UTs free of cost.”
Already you can see that MoHF is claiming to have provided 36 lakh doses more to States/UTs than they have actually procured (16.54 crore minus 16.18 crore doses)
But the matter does not end here.
As per the Ministry of External Affairs website, the government exported 6.63 crore doses of COVID-19 vaccine to 95 countries as grant, commercial and COVAX supplies.

Sources in SII confirmed me that 6.63 crore vaccine doses exported to 95 countries was part of the first two orders procured by GOI.
