The second transaction between Sultan Ansari and RJB Trust is NOT A SALE DEED.
It's just an agreement to sale.

2) If the government gets stamp duty as per the circle rate of the land
In this case in both the transactions there is no flouting of norms

Scam would be
1) if RJB Trust would have paid less money on paper and rest amount in black, which isn't the case. It paid 17Cr out of agreed agreement amount of 18Cr on paper.

Now the question is why Kusum Rai sold the land at 2 cr?
Since she got into a registered agreement to sale the land in 2019 at this amount and stamp duty was paid. There is no way she could deny to sale this land.
