2/ The modern Cabinet Office is the living embodiment of the privatisation of governance. It can't do anything because, having ceded so many functions of the state to the private sector, everything is subject to contract, KPIs and civil service conflicts of interest...
3/ Cummings, like all techbro authoritarians, thinks you solve this through (as he said to the MPs ctttee) "dictatorship"... but the UK system will not allow it; so you end up solving it through the kind of nepotism, lawbreaking and corruption now being uncovered in the courts...
4/ The solution is democracy and accountability: the realtime sunlight of answering questions, in parliament and from the press. I also blame the major broadcasters for failing properly to scrutinise this, acting as mouthpieces for Dom & co even as they fucked up over Covid....
5/ And of course in charge off the CABOFF is Gove, a serial amateur at everything. You have to rely on professional expertise: if there's no "analytical function" it's because neoliberalism taught there were no problems left to analyse...
6/ Cummings blog is a chaotic attempt to promote a techbro alternative to government by people's mates and Big Four guys on secondment... a progressive government is going to need a whole new machinery of governance, for certain. Starting with collective cabinet responsibility...
7/ And if you think this is all inside the beltway stuff - it led to 10ks of needless deaths, immeasurable suffering and economic disruption. Imagine the same shower of shit trying to deal with a national security event?
