Canavan says Cert will be issued once the final vaccine dose has been administered.
Of course, people are only fully vaccinated one week/two weeks after the dose, depending on the vaccine.
So the Cert won't wait the week/two weeks in which people become fully covered.

ℹ️ About 130,000 people have been COVID positive over the past six months and would be eligible for the Digital Certificate for people who have recovered from #COVID19.
Of course, a good number of them will probably have been vaccinated in the interim.
That's why people who have recovered will need to contact the call centre themselves to prevent duplication.
