It's not a black/hispanic problem. It's an American problem (global problem).

And, it's also not just an individual problem.
As one conservative scholar (Roger Scruton) put it ...

"The teenage gang is a natural response to a world in which the rites of passage into adulthood are no longer offered or respected."

The breakup of the family, racism, joblessness, drugs all lead to people seeking simple answers (even myths) to fill the void, fell a sense, of this thing they've heard about; this thing called "a family, community" - even if it's a counterfeit.
But, that isn't due to one being brown or black.
Race is not Culture.
Race is not Culture.

Roger Scruton, the conservative philosopher best summed up the difference.

"Let's be clear: culture and race have NOTHING to do with each other."
The racialist infert that it's genetic.

Individual acts of indifference, have social consequences.
Reforming while [conserving] institutions like our justice system will be the easy part

Conservative ideology does accommodate radical revolution — accommodate paradigm change.

Conservatism 101

1. Good things: conserve them
2. Gone wrong: try 2 reform them
3. Gone crazy, no longer recognizable: Separate from, or replace them.
Some argue, (I agree) that The American Revolution was in many ways a - conservative - revolution!

It appealed to earlier documents about the rights of man, natural rights, etc, claiming King George violated these established norms.
The argument: The American Revolution sought a return to those norms — norms that King George had obviously violated.
