It's not a black/hispanic problem. It's an American problem (global problem).
And, it's also not just an individual problem.
As one conservative scholar (Roger Scruton) put it ...
"The teenage gang is a natural response to a world in which the rites of passage into adulthood are no longer offered or respected."
The breakup of the family, racism, joblessness, drugs all lead to people seeking simple answers (even myths) to fill the void, fell a sense, of this thing they've heard about; this thing called "a family, community" - even if it's a counterfeit.
But, that isn't due to one being brown or black.
Race is not Culture.
Race is not Culture.
Race is not Culture.
Roger Scruton, the conservative philosopher best summed up the difference.
"Let's be clear: culture and race have NOTHING to do with each other."
The racialist infert that it's genetic.
"Their problem is not our problem."
"Individuals create systems and systems create context and context create variables that require more than [personal] responsibility." #tcot
Individual acts of indifference, have social consequences.
Reforming while [conserving] institutions like our justice system will be the easy part
Reforming character, now, that's much MUCH harder.
"The most dangerous creation of any society is the man who has nothing to lose."
- James Baldwin
That's why it's important that you reach for them, grab them, before it's too late.
"The Paris slums are a gathering-place for eccentric people ---people who have fallen into solitary, half-mad grooves of life..
... Poverty FREES them from ordinary standards of behaviour, just as money frees people from work."
-- George Orwell's, "Down and Out in Paris and London".

Are you any good? Are you still strong? Smart? Do you still like yourself?... If you can only be tall because someone’s on their knees, then you have a serious problem.”

"I have watched in amazement as state legislatures have rushed to ban the teaching of critical race theory, or any curriculum that is based on it. To date, bills have been advanced in seven states banning the teaching of critical race theory in schools, and in one of these ...
... states—Idaho—the bill has been signed into law. While such bills have not been advanced in California, attacks on ethnic studies increasingly call out critical race theory. Critics claim that it is a divisive ideology that teaches hate, indoctrinates students
"Colonial powers who have been slow in recognizing colonial slavery, refusing to apologize out of fear of compensation claims, are now at the forefront of fighting ‘modern slavery."
"... without sufficient recognition and awareness of what colonial slavery was about and how it has been different from modern forms of enslavement, these correlations can do more damage than good. It takes away recognition of the particular damage and trauma
