When I saw this today, I naturally looked for an answer or the beginnings of an answer to the question. I mean why would Florida allow this Pasco Sheriff’s Office access to a database of foster children? What privacy laws have been broken?

Why are Foster Children being used like this? Who created this idea or this program and who approved it? So, let me try and identify it. I’m sure many of you have already done this, but I’ll take a shot at it anyway.

This is a program that no one liked. This particular Sheriff thought if they used, rosters, records, abuse history, days gone from school, etc, they could predict behavior. Clearly they didn’t think it through.

Florida via the DCF, gave this Sheriff’s office 2.3M annually to provide deputies (32 freaking deputies) to deploy in schools across the county. They also get access to the Early Warning System, which tracks students grades, attendance and behavioral history.

They also gave this Sheriff’s office access to it’s child welfare database, known as Florida Safe Families Network (FSFN) which further identifies more details about students and families like custody disputes, home run always, curfew violations and drug and alcohol abuse.

Rick Scott appointed this guy to office. His name is Chris Nocco. He was known for controversy. I mean what if this data base was actually used as part of identifying vulnerable kids to traffic and abuse? I don’t know.

And it’s clear that part of the corruption extends to his wife Bridget, who is a well known GOP fundraiser (where does she get her access and how?) and is affiliated with Ballard Partners, a powerful lobbying firm.

So, it’s just the surface, but at least we have this under investigation by the Feds and hopefully, Nocco or his associates didn’t target vulnerable kids for the wrong reasons.
