AT THE WHITE HOUSE... @POTUS Biden speaks about the “rapid collapse” of the Afghan Govenrment and says the nearly 20-yr Mission had succeeded in “severely degrading” al Qaeda. “Our mission in Afghanistan was never supposed to be nation-building.”
“Today the terrorist threat has metastasized well beyond Afghanistan,” @POTUS Biden says.
Biden said the military’s “over-the-horizon capabilities” will allow the US to react “quickly and decisively,” if needed, to address terrorist threats within Afghanistan.
“The choice I had to make as your president was either to follow through [on Trump’s withdrawal agreement] or return to fighting the Taliban” during the summer fighting season, @POTUS Biden says.
“I stand squarely behind my decision” @POTUS Biden says he’s learned there’s never a good time to pull out of #Afghanistan.
“This did unfold more quickly than we anticipated,” @POTUS Biden says of the situation in #Afghanistan, reiterating he always promised to “be straight with the American people.”
Noting the trillions of dollars spent, Biden says US forces shouldn’t be fighting in a conflict that Afghans aren’t willing to fight themselves.
“We gave them every chance to determine their own future. What we couldn’t not provide them was the will to fight for that future.” -@POTUS Biden says of Afghan military forces
“It is wrong to order American troops to stand up when Afghanistan’s own forces would not.” -@POTUS
“I will not repeat the mistakes we’ve made in the past,” @POTUS Biden says of the military conflict in #Afghanistan.
Now, @POTUS Biden turns to explaining what’s transpired in the last few days — “Our troops are working to secure the airfield” and are taking control of air traffic control. “Out diplomatic presence is now consolidated at the airport.”
Biden says the US will transport out thousands of American personnel and personnel of allies, plus afghans eligible for special immigrant visas. “In the coming days, US military will provide assistance to move more” of them.
Why didn’t the USA evacuate Afghan nationals sooner? @POTUS Biden says many didn’t want to leave yet and Afghan officials didn’t want the exodus to spark a crisis.
Biden says US will defend its personnel with “devastating force,” if needed.
“I’m deeply saddened bu the facts we now face but I do not regret my decision,” @POTUS says again.
The president’s remarks are over. Soon he will return to Camp David. Across from the White House, a few dozen people chant, “Free, free Afghanistan! Save, save Afghanistan!”

“What do we want? Peace! When do we want it? Now!”

White House: Kabul airport is open, flights are able to land and depart, including on civilian side. 3,500 troops are on the ground. U.S. military flights are taking off w/ U.S. citizens & U.S. Embassy personnel on board. 700+ evacuated Monday including 150 U.S. citizens.
Important context here: 700+ is far less than what U.S. officials had said would be doable. They've said in recent days the goal is 5,000 per day.
At the Pentagon, defense officials tell reporters there's been "no hostile interactions" with Taliban in Kabul as the evacuation continues.

NEW FROM ⁦@CBSNewsPoll⁩ of #California voters: They’d marginally prefer to keep ⁦@GavinNewsom⁩ in office at the moment, but it looks like that will heavily depend on whether Democrats in his party get more motivated about it. cbsnews.com/news/californi…
Among all Californians, not just those voting in #CaliforniaRecallElection, @GavinNewsom gets net positive marks for handling the wildfires and the economy, as well as race relations and climate change, and is lower on crime and homelessness, which are among top concerns.
WHAT’S @GavinNewsom’s JOB RATING? A majority of Californians approve, according to new @CBSNewsPoll.

JUST IN: ⁦@POTUS⁩ Biden nets positive marks for handling pandemic, but vaccine resistance, Delta concern remains - new from @cbsnewspoll cbsnews.com/news/biden-pan…
Most Americans are feeling hopeful about the next year. They think the battle against the pandemic is going somewhat well, though that's tempered now by concern about the Delta variant. Most say their finances are okay, and most parents think the tax credit will help.
Half of the remaining vaccine hesitant are now those who say they "don't trust the government," up from where that sentiment was among the comparable group in June, and almost half don't trust the science or feel it is still too untested, new @CBSNewsPoll finds.

JUST IN: 3 members of the Texas House Democratic Caucus who are temporarily staying in Washington after leaving the Lone Star State this week to block passage of a new Republican-backed elections law have tested positive for COVID-19.
People familiar with the situation tell @adam_brew and me that one member tested positive Friday night and two more today.

All were fully vaccinated — a requirement for participation on the trip.
The @TexasHDC confirms the 3 COVID cases in a statement: “This is a sober reminder that COVID is still with us, and though vaccinations offer tremendous protection, we still must take necessary precautions.”

“Communism is a failed system,” @POTUS Biden says in response to a question about it from @CBSNews’s @stevenportnoy. About Haiti, he says sending US troops is not on the agenda at the moment, Biden says.
Notably, @POTUS Biden says he’s willing to give #Cuba access to the US vaccine supply if a third-party organization is responsible for distributing the shots to the Cuban people.
