1/ It is not a GASOLINE crisis, it is a TRANSPORT crisis. Sooner the better, all subsidy to gasoline consumed by private cars should abolished. Gradually, gasoline pump price should cover also fully the externalities associated with it. Its full cost on society.

2/ The externalities include congestion, pollution, noise, deterioration of pavement etc. Funds that were for years wasted on gasoline subsidies were mostly(55%) benefitted from by the upper 25% higher income people, and only 6% by the lowest 25% income people. #عدالة_التنقل
Gasoline subsidies (and more) should be instead allocated to organised PUBLIC TRANSPORT, that will be the choice of most and not only that of captive riders. Until this is achieved, the current informal transport(servees,vans) should be subsidised. BUT concurrently regulated too.
4/ Subsidies to informal public transport (IPT) should be tied to its REFORM. A carrot-and-stick approach. IPT should be cross-subsidized by private auto owners, with no recourse to public financing. That is private car owners should contribute to the improvement of IPT services
5/ The cross-subsidy approach will have only a minor financial impact on passenger car owners, while resulting in positive impacts for all on improved safety and reduced traffic congestion and air pollution. Public Transport benefits all, not only its users.
6/ The following should be addressed immediately:
Strict enforcement of road worthiness of IPT vehicles by strictly enforcing Mandatory Vehicle Inspection,BUT making it entirely free to IPT vehicles.Its cost to be fully allocated to pvt car owners,at less than $1 per year.
7/ Equip all red plate veh with e-License Plates, at no cost to owners nor a burden on public financing. The cost of which to be allocated fully to private car owners. A cost of less than $2 for each pvt car owner for a full system:firmware /fixed & mobile RFID readers/software
8/ e-plates for informal transport red plates are essential for implementing any targeted gasoline subsidies, and it also stamps counterfeit red plates, and is a prerequisite for securing fair competition demanded by syndicates and for public security reasons.

9/ Equip all vehicles involved in public transport with AVL tracking devices. This is essential for control of targeted gasoline subsidies and for eventual geo-fencing that is needed once GBPTP (BRT) is implemented, to control feeder services and ban movement on specific routes.
10/ Those measures introduce enforceable basic regulation on the currently entirely unregulated IPT, that are essential to implementing targeted gasoline subsidy, ensuring public safety and security, and encouraging a shift from private car transport to PT

١/ اصلاح قوانين المالية العامة اولوية اساسية. فالقانون الحالي لا يسمح بتخصيص المحصل من رسم او ضريبة معينة للانفاق على استثمارات محددة او لدعم subsidy نشاط محدد. ينبغي تعديل القوانين التي تعود لعهد الانتداب و التي قامت فرنسا بتعديلها منذ سنوات.
٢/ حسب القوانين المعمول بها تتخذ قرارات الانفاق سنويا ضمن الميزانيات السنوية(هذا اذا اعتمدت و الا فالقاعدة الاثني عشرية). و هذا طبعا يعرقل الاستثمار في الخطط التي يتطلب تنفيذها عدة سنوات و تلك التي تتطلب اعانة تشغيلية لعدة سنوات. و النقل العام المنظم من ضمنها.
٣/ فعند التفاوض على قرض #البنك_الدولي المسمى "مشروع الطرق الاول" اتخذ مجلس الوزراء قرارا بانشاء "صندوق الطرق" و ذلك تسهيلا للتفاوض مع البنك الدولي، و اظن انه لم تكن هناك نية صادقة لتنفيذ ذلك، لان سياسيينا حريصون على ان يظل الانفاق تحت رحمتهم سنويا، و "الزفت السياسي" مثال على ذلك.

سأورد فيما يلي فقرة من كتاب Why Nations Fail لمؤلفيه Acemoglu & Robinson تصف ما حدث في الأرجنتين في عهد كارلوس منعم، و ذلك للشبه الكبير لما نحن نعاني منه في لبنان الان. فكيف نفسر جهل القائمين على السياسات النقدية في لبنان و عدم اطلاعهم على الخبرة الدولية، انها الأمية الوظيفية
