Rahu & Ketu are shadow planets in Vedic Astrology.
Rahu and Ketu are called as the north and the south lunar nodes.
As per Puranic hindu text during the Samundra Manthan when Gods and Asuras were churning the cosmic ocean for amrita ( nectar of immorality),Lord Vishnu took form of Mohini ( female) and acquired pot of nectar from asuras and gave it back to devas to retain their immortality.

Planet's ability to give results depends on thier Avastha i.e state of being or condition.

Sage Parashara in Brihit Parashara Hora Shastra has divided Avastha of planets in following categories.
1. Balavastha or state of childhood :

0 ° to 6 ° in an odd sign and 24 ° to 30 ° in an even sign.

A planet in its Balavastha fulfills only one-quarter of its promise which means that it is only able to give 25% of its result.
2. Kumaravastha or state of boyhood :

6 ° to 12 ° in an odd sign & 18° to 24 ° in an even sign.

Planet in Kumaravastha provides for one-half of its promised result which means it is capable of giving 50% of the desired result depending of planet's placement in the birth chart.
