The Restriction Exemption Program CMOH order (43-2021) is out and the drafting is impressively poor, which is saying something given the history of AB's order. alberta.ca/assets/documen…
First, it seems to ban businesses from going beyond it: "3.1, A discretionary business, entity or event which chooses to implement the Restrictions Exemption Program must do so in accordance with this Order."
So you have to accept negative tests to be part of the program.
If you'd prefer to limit entry to your business to those who are vaccinated or have a valid exemption, then it appears you'll need to follow all the new exemptions.
I'm sure all the businesses that have announced vaccine mandates will be thrilled to hear that.
Moving on, s 5.3 is a list of acceptable proof of vaccine for AB residents and s 5.4 is the list for international travellers. There is no acceptable proof of vaccination for non-AB Canadians.
Only option for non-AB Canadians to enter a participating business is a negative test.
Next, s 4.6 & 5.7 explain that masking and vaccine exemption letters must confirm that the holder is eligible for the exemption. That's good.
Confusingly, letters MUST not include specific details about why. If one does, I guess it's not valid?
Helpfully, businesses must screen attendees in accordance with the Guidelines. “Guidelines” means the Requirements for the Restrictions Exemption Program published on the AB Gov website.
So I guess we check the website each morning to see what the rules are for the day?
What stands out most is just how amateur it is. How hard is it to remember people live outside Alberta? Or to know what 'must' means?
