ICE and the CBP are effectively rogue agencies, directly and actively flouting the efforts of the Biden Administration to effect change, with the aid of red states like Texas.

Since several people have brought it up, I am all too aware that this cruelty is a problem that has dwelled within ICE and the CBP for a long time; Trump didn't create it, he just supercharged and emboldened them so that they can openly defy their own government.
