There is intention that tech should be an equalizer, but not that way. "Not sure I buy it." Tech benefit often harms communities most discriminated again or already vulnerable.
It is hard to know what an algorithm will do until it is implemented.
The ways that anti-discrimination law has been applied in past don't work best with how tech has developed today.

From Dr. Harrison @JointCenter --might make sense for agencies with oversight of specific issues to expand their work/best practices to fight discrimination rather than new agencies. But work needs to go deeper.
