No, it wasn't inevitable, unless you ignored pretty much all the global evidence from SE Asia, and Italy at the time, which it appears govt, and many scientific advisors did. & the voices of many UK scientists shouting from the rooftops that the govt was making a grave error.
Prof Whitty said "zero COVID over this winter is a completely impossible dream", adding the hope was to keep it at "relatively low levels".
'Hope' sadly won't get us to 'relatively low levels' when we have case numbers of 45,000 with rises across all age groups!

If there's one thing you should've learned, it's act early and fast, rather than gradually and incrementally.
Have we really learned any of the lessons from the failures highlighted in the report? Or are we going to continue with exceptional policies, and 'hope' for the best?

It's insulting to the bereaved, and the 1 million people living with long COVID to suggest it was 'inevitable' when our record is one of the worst in Western Europe- and when so many scientists told you repeatedly you were getting it wrong.
It's time to acknowledge errors, and that things could've been very different with the right scientific advice, and paying attention to experiences across the globe. You'll never learn lessons if your takeaway is that it was all 'inevitable'. It wasn't, & you're also accountable.
