Lerner - I remain concerned about D17 and Tanke Verde --Changes are needed: goal to connect Oro Valley and Marana; taken it away from Casa Adobes AND we have not made a lot of other big changes
Tanke Verde should be part of Tucson-- it's being put into D17 -- belongs in D18; map splits Tucson"interesting ways" and wrap-around
4.0 would not have req. so many changes
Really don't even know how to begin; Tucson is split 6 ways
Lerner - real concerns andI will have trouble with this map all the way forward. Want to respect my colleagues' preference here
Neuberg: What is your BIG priority?

Lerner: Let's make the change we want - w/o all the other BIG changes to go along it - instead we built a mountain out of a molehill - as we just did w/ other COI
Neuberg: the reality we have loaded own this map -let's work from here> Let's fix and mitigate the problems

York: Observes- City of Tucson is second largest - Tucsons "deserves" 6 LD seats -- and more about highways - D17 serves the mountain range - D20performs extremely well
York: I'm excited and think it serves Tucson well.

Mehl: It was way more than Marana and Oro Valley
Outskirts of Tucson do all sorts of things legislatively

I agree a closer look could be taken in some section - may not need to be done now.
Davis Monthan Air Force Base some people like that
Military groups
Lerner - I am uncomfortable waiting to hte end to confront these changes --
D17 is a crazy district
Neuberg -0 I see the arc - sometimes COI aligning different shapes - no crazy tentacles
Mehl says many people asked for this district -
Lerner - different perspectives - and wanted to be connected Tucson - difference between. Tribes - they have asked be together - Tanke Verde did not say "I want be w/ Marana"
Just one area I don't feel is a connection in metro area...
Lerner: Would we really say there is COI between Apache Junction and Glendale -My biggest prob. with these outcomes is we've made these changes w/o regard of COI.
Neuberg says it is "empirical" - I may have concerns - we may not be able to come up with a perfect map - a first glance of what the @ArizonaIRC is thinking - the real question is this a good enough starting point for you?

Watchman: Connecting Oro Valley and Marana
has created a whole new map -- this is a wholesale change to the area --
Lerner - we said we would be willing to take a look at it -- just as we have in the past -- walks through process to date --
York- 4.0 and 4.1 integrate 8 LC maj/min dist- that's why we went back 2/ 3.5
Neuberg: we are about mitigation.
Lerner: not saying 4.0 was perfect -- it did what Com. Mehl had consistently talked about - but it DID connect Marana and Oro Valley - We did not have to make all these changes toaccomodate that request
RE: Latino Coalition district - would like to look at comparison between the LC map and what this does. DO we make it better?
Perhaps we can get that in the next few days -- as a starting point lookout the VRA districts and something (?)
Mehl: Com. Lerner - This is a good map. We don't have to get the feedback in the next few days. That's what the 30 days is for..

Neuberg -what is the most efficient effective way. Debate among ourselves or take it into the public and get 1,000s of eyes on it..

Lerner: I greatly appreciate. and am always in favor of moving forward but..... we have looked at six iterations - we agreed to test it -- IN this case we took a wholesale area from yesterday afternoon to now...
Neuberg: Reluctant to force a vote - Sounds like Com.Lerner and Watchman want significant changes to 7.0... And now confused .. We need a game plan .. Does not sound like we can get a vote today ..
Neuberg - there is a diminishing return when we debate among ourselves when we can go to the source.. I'd like assurances that we will vote

Lerner: I so appreciate that. I think there is a compromise here. There are things I just don't know. Knowing that next week
we will be ready to move on a take a vote...

Count-Down to #FairDistricts for AZ: 62 Days

Tonight there are 119 "citizen submissions" on the AIRC Hub. Seven more than the 112 that were posted this morning. One of those submissions is from the Southern Arizona Leadership Council @SALCLeaders -a group founded by
Commissioner Mehl in 1997. What makes this map stand out is the submitters messaged Commissioner Mehl to tell him they had submitted a map. Want to know what it is now called? Draft version 6.3. in the official draft map lineage.

Maps from two other groups have been brought
forward for serious consideration by the @ArizonaIRC. One, a single legislative district, was submitted by the Navajo Nation Human Rights Commission @NNHRC1 on behalf of the Navajo Nation (a sovereign Native American Nation).

Count-Down to #FairDistricts for AZ: 64 Days

The Navajo Nation submitted a proposed legislative district map today that would have protected the existing voting power of the Navajo Nation and other northern Arizona Am. Indian tribes.
It asked for a population deviation of 7%. @ndc_doug said: we can still keep within the overall 10% planned deviations as this is considered presumptive constitutional. We just have to be very careful on the districts that are over,
..to make sure none of them is over by more than 2.95%
