1) November 5 🧵for BBB & BIF. Nice overview on the lay of the land this morning.
3) Where mods stand.
FT- Rep. Ron Kind says the issue among moderates is whether they’re prepared to vote for the bill, saying it’s “more of a scoring issue right now.” Kind said Pelosi is trying to make sure “people are in a comfortable spot.”

Kind says he plans to vote for it.
4) FT - SCHRADER just told us that there’s no resolution to the moderates demands.
5) A) From colleague Liz Friden: Rep. Ron Kind (D-WI) says it is “more of a scoring issue right now.” Says he discussed CBO score among other things in ongoing meeting Pelosi is having with dems in her office.
6) Well, this could slow down any votes on BBB and BIF in the House, if the moderates stick to their guns on requiring a CBO score before voting on BBB !
7) FT - Dems need most if not all of these “others” if they’re going to pass their bill & only have a 3 vote turning radius.
FT - There are concerns about the cost of the bill, the CBO score – which won’t be available for weeks – and changes in the prescription drug language.
8) Today reminds me of the travails of Charlie Brown.
9) FT - UNDER DISCUSSION: Voting on the rule for debate for the BBB today and then delaying passage until later.

Dems would be able to claim progress here, and continue to work out concerns.
9) PT - Biden (2 hrs ago): "I'm asking every House member, member of House of Representatives, to vote yes on both these bills, right now. Send the infrastructure bill to my desk. Send the Build Back Better bill to Senate."

"Let's show the world America's democracy can deliver."
10) THE LATEST: Senior Dems pretty pessimistic about chances of vote now, several folks tell me & @sarahnferris
There have been a lot of offers passed to mod group, but enough of them are still refusing to budge. Leadership hasn’t pulled plug yet, as CBC still pushing for vote.
11) Old & Busted - Why can’t Progressives get onboard ?
New Hotness - Why can’t Moderates get onboard ?
13) Trial 🎈🎈?
Fr colleague Kelly Phares. CBC Chair Joyce Beatty departing Pelosi’s office says House will vote on infrastructure & then the rule for social spending bill. Leadership hasn’t blessed this. One source said "this is what Joyce Beatty thinks we should do."
14) Votes are set for today. Rule for BBB up first, then vote on BIF.
15) Speaker Pelosi “Dear Democratic Colleague” letter on November 5.
16) A) To be clear, it looks like the only thing of substance the House will do is pass the infrastructure bill. Just procedural moves on the social spending bill.
17) Majority Leader Hoyer 👇🏾
18) But a possible fly in the ointment ? 👇🏾
19) Sure looks like a fly in the ointment.
20) 👇🏾 👇🏾 👇🏾 👇🏾
21) FT - Rep. Jared Huffman, a member of the progressive caucus, told me he is a “hard no” over Pelosi’s new plan to separate the infrastructure bill from the $1.9 trillion bill.

Huffman said that he is in “dismay” at strategy.
22) Turning out to be another bad day at the office, for the Democrats House Leadership. And it also appears, no matter what they say publicly, Progressives won’t vote on BIF as a stand-alone bill first….unless BBB is finalized and be voted upon afterwards.

Trust issues remain.
23) But note, the votes haven’t been pulled yet today by House Leadership. Rep. Khanna wants to bluff of the 6 holdout Mods.
24) FT - “I am absolutely convinced that before Thanksgiving, the week of the 15th, we will pass the Build Back Better legislation,” Hoyer says.

Speaker Pelosi says Dems GOING FORWARD with plan tonight — pass infrastructure bill AND rule for spending bill.
26) PT - A Pelosi confidante on if the House can pass the infrastructure bill tonight: "I'm working on it."
27) FT - New - President Biden called Pramila Jayapal this afternoon amid standoff over strategy to advance his agenda, per 3 sources familiar with the matter. She left CPC meeting early to take the call. I’m told about 20 progressives ready to vote infrastructure down tonight.
28) Dems can’t count on too many GOP votes, if GOP is whipping against the BIF bill.
30) Clarification to ☝🏾.
“House NOW holding procedural vote on whether to continue debate on the RULE for BBB. Unfunded mandate point of order was raised Budget Cmte. Top Republican Jason Smith.”

Via @CraigCaplan
31) Tbc, any infrastructure bill vote is a long way off tonight.
32) More - “Meanwhile pizza just arrived for progressives’ meeting here… could be a long evening.” From @nicholaswu12
33) FT - CBC Chair Beatty (D-OH) pointing to CPC closed-door meeting: "I think everybody here wants both bills to pass. I think it's just a process. I don't think it's about what's in the bill. I don't think it's about the bill and that's the goodness for you."
35) FT - House Rule Committee Chair Jim McGovern has also arrived. (He was let into the room since he is a progressive caucus member. Beatty is not).
36) Speaker Pelosi working the phone.
42) Off ramps…
From @bresreports 👇🏾
/2 @JaredHuffman says language is being drafted for this statements from moderates “backed up by the president of the United States.

* * *
/4 Huffman keeps bashing the “small cohort” of moderates “who moved the goalposts” today.
43) FT-This is the frustration I’m hearing fr progressives: Why is Pelosi putting the infrastructure bill on floor & daring them to vote against it when there are 20 or so who won’t support it tonight? Why not put Build Back Better on floor & dare 6 moderates to vote against it?
45) FT - Progressives have been reviewing and debating a draft statement from moderates during a closed meeting giving them specific assurances.

Not everyone in the progressive caucus is on board but they are moving closer to an agreement, sources said.
46) Signs of life, signs of movement, signs of votes.
47) PT - I'm in the House chamber - gavel on this procedural vote is finally coming down.
48) Statement regarding BBB process, as drafted by Progs and Mods…
49) From Majority Leader Hoyer 👇🏾
50) A) House is going to vote on infrastructure bill tonight. It should be two votes in the series. Starts sometime before 10 pm et with the vote on the rule (not the actual bill) on the social spending bill.
53) Negotiations still occurring…..
54) “….There are problems in the CPC with the agreement. Some dissention in the ranks, as to whether they should accept it.

Not a done deal yet, we’re told….”
56) FT - Remember - progressives don’t want infrastructure first. But whatever statement/assurances from moderates could push this over the finish line….
57) FT - It’s still unclear if there are 218 votes to pass infrastructure bill.

Ocasio-Cortez, Bush and Omar indicated to progressive caucus members they may be NO votes, and some others are uncertain m
What’s unclear is if there will be enough R votes to offset Dem defections.
58) FT - “There it is. Progressives say they WILL vote for the BIF and BBB rule.”

Fwiw.
59) Infrastructure vote to commence at 10:51.
64) After infrastructure crosses threshold for passage (VOTE STILL OPEN), Pelosi is in the well of the chamber fist bumping members.
65) 13 GOP yeas on infrastructure bill: Van Drew, Katko, Bacon, YoungAK, Upton, Kinzinger, SmithNJ, Fitzpatrick, Reed, Gabarino, GonzalezOH, McKinley. 6 Dems nays: Omar, Bush, Bowman, Tlaib, Ocasio-Cortez & Pressley.
66) “Time keeps on slipping, slipping, slipping–into the future.”
67) Manchin statement on infrastructure finally passing.
