Chair runs through the items for consideration - third iteration of texts on 6.2, 6.4, 6.8.
Reviews progress through the week, building on work since Madrid in 2019.
Appreciates no time to coordinate or analyse since text just out. Imperfect, needs refinement.
Chair: but should represent progress. Over to cofacilitators to run through the changes.
CF (Hugh): we've tried to incorporate input and move the text.
Point of order from Solomon Islands: Clarification of timing of this session - CCTV says til 1:30 - assume typo
SI: want hard stop for coordination meetings.
Chair agrees.
CF: you can see changes in 6.8 - advanced as much as possible. IMHO excellent job by the people who worked on it.
Ditto 6.2 and 6.4 - clear options where divergence, many brackets gone where convergence.
CF Philippe: too much time needed to go into detail on changes!
Chair: we've sought balance and equity, with no subitem falling behind.
Task is: can we forward this to the Presidency? Or do we need limited surgical changes?
PNG: Again disappointed by your draft. Many countries have submitted input that is not reflected. This must be transparent and participatory. To succeed we must be included. Can't accept the views of some and ignore others.
We cannot accept this draft text as issued this morning.
Chair: can you maybe submit what you want to see included? Succinct and clear. Aim is not to make text perfect, but ready to go to plenary.
Solomon Islands for LDCs: grateful for hard work from Chair, CFs, staff. Preliminary comments. 3rd iteration improved and progressing, grateful for that. But need better treatment of Share of Proceeds and Overall Mitigation of Global EMissions, esp strong numbers OMGE 30%.
SI: Not seeing bridging proposals on carryover of units from CDM. We've previously offered a bridge on activities, but can't accept carryover of units.
See text option on 6.4 carryover and no corresponding adjustment outside NDCs. THat would be CDM all over again. Can't accept.
SI: Making progress on nonGHG. Need to discuss "other international mitigation purposes" and treatment. Not quite landed yet, discussions needed.
SI: 6.8 - hope to land on institutional arrangement that takes this issue seriously. Grateful for work last night.
Need clear functional elements that kickstart nonmarket approaches and help progress immediately.
Costa Rica for AILAC: thanks for hard work. Our interventions have been systematically ignored, including re: supervisory body meetings to be webcast and transparent. Important for inclusiveness and access for most vulnerable.
Willing to continue on basis of 3rd iteration

Antigua and Barbuda for AOSIS: Papers good start but technical work needed.
TO be comfortable we need to address way SOP and OMGE are reflected. Need numbers or its the CDM.
Fixed needed throughout to operationalise SOP and OMGE. Working with parties on text input.
Chair notes difficulties caused by countries sitting at places labelled for other countries.
Senegal for G77: thanks to chair etc. Much to be done to reach balanced agreement. Finance for adaptation remains a cornerstone for us. Guidelines, rules, modalities, procedures need to ensure effective contribution to finance for adaptation in DCs.
S: we'll work constructively to finalise ambitious rules.

Saudi Arabia for LMDC: Echo sentiments of thanks. Text is an improvement on v2. SOme balance shown in repping our views. But remarks:
Need better treatment of SOP in 6.2 and 6.4.
Grateful for true spirit of cooperation in 6.8 discussions yesterday, text is improved.
SA: but 6.4 needs changes to go forward.
* body needs equal rep of Annex I and non-Annex I Parties
par 27 "compatible with NDCs" etc to have "if applicable" added (re inside/outside) as option in brackets, consistently across 6.4.
SA: 31(c) emissions reductions: want "avoidance" added in brackets as option.
49 - when submitting request for registration - want option of "or simultaneously with the transfer"

Chair: seems submissions are getting quite technical and involve new additions not covered in the informals. Because we're running out of time, could be best to close Contact Group and go back into informal session. I understood text reflected discussions as much as possible.

Observing #cop26 side event "Decarbonising Transport: Driving Implementation Actions and Turning Targets into a Transformation" with the OECD ITF and FIA Foundation.
[came in slightly late for second speaker, following Namibian transport minister on fleet transform]
Rob de Jong: big challenge is 1b new vehicles to global fleet by 2050. 99% in low and middle income countries. 2/3 of vehicles will be there. How do Kenya, Vietname, Peru, Namibia join shift to zero emissions mobility? What needs to be done to help them?
Rob: if they can't join we can't hit Paris goals.
Opportunity to leapfrog. Most of these countries import vehicles and fuels.
But we're not there yet. Not in a position to make UK-style 2030 commitments to phase out new ICE vehicles.

Despite what you hear about our government, Australia's renewables sector has achieved a lot in recent years. Can do a lot if given the chance.

Host: hard to anticipate how many sectors and players are now committed to net zero, including many thought 'hard to abate', and many Science Based Targets too. But have to be underpinned by near term goals including supply chains.
Host: And address residual emissions - will hear from @Microsoft and negative emissions commitment.
Our rough estimate is maybe 1% of corporate targets include elements around climate justice, and that's an area for action.
Very interesting Australian side event on Indo-Pacific Carbon Offset Scheme and future of offsetting in context of regional pathways to net zero. A couple of my thoughts follow!
Where does Australia's initiative fit in? Early days. Japan and Korea pursuing their own bilaterals, plus Article 6 global framework, and appear interested to talk/find out more but not exactly queuing up to fold their schemes together with Australia's new thing.
Australian authorities keen to build up larger more liquid markets. Thinking on what will drive local demand is (necessarily, understandably) fuzzy. All-in on "a ton is a ton", full fungibility provided accounting is strong.
