It's perfectly OK to express enthusiasm for the idea, and ask this particular person to write more!
It's perfectly OK to tell them you love their thread, and would adore a full-length fic from them on this topic!

But it's...really not very polite to say that you hope SOMEONE writes the thing that...this person...just wrote...a whole thread about...
Speaking solely for myself: I totally appreciate any enthusiasm anyone has for any of my ideas! They're all up for grabs! Anyone can adopt them or incorporate them into their own fics!
It's not that I dislike other people hopping onto the thread with their own ideas!

But responding to a thread with nothing but, "I hope SOMEONE writes this"...isn't the compliment to the author you maybe think it is.
