Comments on the Pandemic report tabled last week. 🧵

Tabled last week was 1/3 the required docs. It was the 'pandemic declaration report' required under sect 165AG that has to be published within 3 days. We're now waiting on the Pandemic Orders report (sect. 165AP), where the human rights advice is, which must be up within 7 days.

The final part is the publishing of these Orders in full in the Government Gazette, which also still hasn't happened (sect 165AR), which must be up within 10 working days.

Some comments on the pandemic report: nonsensical garbage. The majority of the 'pandemic declaration report' was just quoting verbatim the CHO report at the back. In multiple instances the reference for a statement is a literal copy/paste of the CHO report. It's a joke.

Some key parts:
- a relentless theme was 'vaccines are not enough'. Everywhere.
- when admitting vaxs offer protection & change the risk, apparently the 'scale of the pandemic' is the reason why there's still high risk. This makes little sense. The CHO report references don't..

..improve this, which focus on the fact vaxs are 'insufficient' to fully manage the risks, blames kids under 12 not being able to be vxd, says even the vxd can still get sick & that efficacy may wane over time.
(It's really quite a read)

- apparently 'people in regional areas of VIC are particularly vulnerable' with no explanation as to how/why.
- the peak is a table of cases by age group & outcomes, they reference it when claiming 'isn't possible to predict with confidence' who will have mild vs severe illness.

They're either mindblowingly stupid or blatant liars if they can't tell pretty easily which of these in the table is more likely to experience mild illness vs serious illness.

In this end this report is mostly a waffle piece of bureaucratic nonsense. The only real insight it offers is the fact our CHO/Premier seem to have little to no faith in the vaxs to manage/end this situation, so if you think those goalposts aren't going to move - think again.

New Pandemic Orders are up.
Brief notes based off the main questions received.
In short - other than the under 18's being exempt now they changed very little except the fines, which are pretty outrageous.

Bizarrely, they did the exact same penalty units for 'failure to comply with an Order'. For ALL the orders. It's 60 units for a person, 300 units for a company. That's $10,898.4 and $54,492. The govt will now fine you over $10k for not wearing a mask. This is not a joke.

This is outlined under the Movement and Gathering Order which relates to mandating masks. The only exception to this is a 'restricted retail premises', which are defined as just beauty and hair - they're exempt from the mask mandate on site.

In comparison, the NSW presser "we're asking the community to take personal responsibility".

Dom is coming across confident. Tells journos to make sure they report on hospital numbers, not just cases.
"We trust our health system in NSW, we've invested in it heavily and we have confidence in our people".
This is like watching something from another country. Surreal.

He's openly hammering the media to stop focusing on case numbers and instead focus on hospital and ICU numbers. Talks about the importance of living alongside the virus and 'people taking personal responsibility'.

This is WILD.

Comments on the Pandemic Bill/ SOE ending, etc.
- yes, they will have something in place before midnight tomorrow, they didn't dog half of Parl getting the bill through to not use it.
- a lack of a clear plan and/or info 24hrs before is ridiculous, unnecessary & sloppy goverance.

- reminder that Dan is away so it'll be Foley & Merlino announcing whatever happens.
- had the first 🐦 come in about the mandates getting dropped. General rule is 3+ for validity. Stay tuned.
- NSW saying they won't change their plans only adds to the pressure for VIC to follow.

- dropping it all at high vx rates was always meant to be the national plan, not that this gets brought up very often 🙄

Bach asks Stitt, Min for Workplace safety, why they allowed MPs to run the debate for so long.
She tries to blame the Libs for delaying the debate.
'Those who elect us would expect us to do whatever it takes to pass legislation to protect health & safety'. #qt

Follows up asking if there's any workplace laws that allow for 25hours of work straight.
Stitt says 'well you care about health so much you should vote for everything we present in future on this'. Yes that was the final response.
